1.1.2 Site Description

The Site occupies nine adjacent parcels covering approximately 30 acres, bounded by East Marietta Street to the north, North Jasper Street to the west, and Norfolk Southern rail lines to the south and east.  A residential neighborhood is located immediately north of the facility.

1.1.2.1 Location

The Site is located on 9 separate land parcels in Decatur, Macon County, Illinois. The Site’s geographical coordinates are 39° 50’ 56.7” north latitude and 88° 56’ 20.4” west longitude.  The Site occupies nine adjacent parcels covering approximately 30 acres, bounded by East Marietta Street to the north, North Jasper Street to the west, and Norfolk Southern rail lines to the south and east.  A residential neighborhood is located immediately north of the Site, and some of the homes in that neighborhood are within 100 feet of the Site.

2. Current Activities
  2.1 Operations Section
   

2.1.1 Narrative
On September 6, 2016, U.S. EPA initiated a time-critical removal action at the Site. Currently, the removal action is anticipated to last 90 working days and include removal and off-site disposal of hazardous wastes and special wastes. Hazards include PCBs, ACM, mercury and other miscellaneous chemical containers spread throughout the site.

2.1.2 Response Actions to Date   

Week of October 3, 2016 - ERRS continued excavating and staging ACM debris from the basement area noted in PolRep 2.   ERRS loaded and shipped  44 trucks (approximately 880 cubic yards) of asbestos-containing construction debris off Site to 5 Oaks RDF in Taylorville, IL.  ERRS also loaded and shipped 7 pallets (9397 kilograms) of PCB-containing capacitors, 10 pallets(21,000 pounds) of non-PCB capacitors, 5 drums (2,756 Kilograms) of PCB-containing capacitors and 1 drum (200 pounds) of non-PCB capacitors to Environmental Recycling in Bowling Green, OH

START continued perimeter air monitoring and conducted perimeter air sampling; a total of 16 samples were collected and submitted to a laboratory for asbestos analyses. 

U.S. EPA OSC Thomas oversaw all removal activities.

Week of October 10, 2016- No on-Site activity October 10th due to Federal Holiday.  ERRS loaded and shipped  49 trucks (approximately 980 cubic yards) of asbestos- containing construction debris off Site to 5 Oaks RDF in Taylorville, IL.

START continued perimeter air monitoring. Based on the lack of detections of dust particles in the perimeter air monitoring, and no detections of asbestos in the previous two weeks of air sampling, the air samples will be collected, but not sent to the lab for analysis.  Air monitoring for dust will continue, and if dust becomes an issue, air sample submission to the lab may be re-initiated, as appropriate.

  2.2 Planning Section
    2.2.1 Anticipated Activities

See Section 2.2.1.1, below.

2.2.1.1 Planned Response Activities

Develop and implement a Site-specific Health and Safety Plan, including an Air Monitoring Plan, and a Site Emergency Contingency Plan;

  1. Characterize, remove, transport and dispose of all characterized or identified hazardous waste, special wastes and associated debris located at the Site;
  2. A structural Engineer assessed the former office building on site and determine it did not need to be demolished to safely conduct asbestos abatement.  A licensed abatement contractor will be retained to conduct this work.
  3. Dispose of or recycle non-hazardous waste, as appropriate;
  4. Decontaminate floors of Site buildings, as needed;
  5. Remove capacitors from current storage area.

2.2.1.2 Next Steps

  1. ERRS completed segregation of hazardous and non-hazardous waste streams, and staged hazardous materials inside the waste storage building;  Waste profiles will be developed, and disposal/recycling facilities will be identified.
  2. ERRS will continue disposal of asbestos-containing debris.  PCB-containing capacitors have be sent for recycling; some non-PCB capacitors still need to be shipped for recycling..
  3. START will  continue conducting perimeter air monitoring, and conduct additional characterization and confirmation sampling as needed.

2.2.2 Issues

    POLREP 2 incorrectly indicated that the Five Oaks disposal facility was located in Springfield, IL.  This has been corrected to show that it is in Taylorville, IL.
