1.1.1 Incident Category

1.1.2 Site Description

The Site occupies nine adjacent parcels covering approximately 30 acres, bounded by East Marietta Street to the north, North Jasper Street to the west, and Norfolk Southern rail lines to the south and east.  A residential neighborhood is located immediately north of the facility.

1.1.2.1 Location

The Site is located on 9 separate land parcels in Decatur, Macon County, Illinois. The Site’s geographical coordinates are 39° 50’ 56.7” north latitude and 88° 56’ 20.4” west longitude.  The Site occupies nine adjacent parcels covering approximately 30 acres, bounded by East Marietta Street to the north, North Jasper Street to the west, and Norfolk Southern rail lines to the south and east.  A residential neighborhood is located immediately north of the Site, and some of the homes in that neighborhood are within 100 feet of the Site.

2. Current Activities
  2.1 Operations Section
   

2.1.1 Narrative
On September 6, 2016, U.S. EPA initiated a time-critical removal action at the Site. Currently, the removal action is anticipated to last 90 working days and include removal and off-site disposal of hazardous wastes and special wastes. Hazards include PCBs, ACM, mercury and other miscellaneous chemical containers spread throughout the site.

2.1.2 Response Actions to Date   

Week of October 17, 2016 - ERRS continued excavating and staging ACM debris from the basement area noted in PolRep 2.   ERRS loaded and shipped 50 trucks (approximately 1000 cubic yards) of asbestos-containing construction debris off Site to 5 Oaks RDF in Taylorville, IL.  ERRS also loaded and shipped 10 pallets (15,040 pounds) of non-PCB capacitors to Environmental Recycling in Bowling Green, OH.

After all the remaining capacitors were removed, ERRS cleaned two small oil stains on the floor where the PCB capacitors had been stored and which wipe samples showed had PCBs.  After these areas were cleaned, START collected additional wipe samples and then ERRS applied sealant to the floor. 

START continued perimeter air monitoring and conducted perimeter air sampling. As noted in PolRep 3, since no exceedences were noted in the air monitoring, none of the samples collected were submitted to a laboratory for asbestos analyses.

Week of October 24, 2016 - ERRS loaded and shipped 24 trucks (approximately 476 cubic yards, as one of the trucks held only 16 cubic yards) of asbestos-containing construction debris off Site to 5 Oaks RDF in Taylorville, IL.  This complet

ERRS also mobilized in Thornburgh Abatement to begin asbestos abatement on the old office building on site.  Thornburgh shipped off one 20 cubic yard load of non-regulated debris.

START continued perimeter air monitoring. Based on the lack of detections of dust particles in the perimeter air monitoring, and no detections of asbestos in the previous two weeks of air sampling, the air samples were collected, but not sent to the lab for analysis.  Air monitoring and sampling continued until the last asbestos debris pile was removed on October 26th.  On October 27th, START then repositioned the particulate monitors around the old office building that is undergoing asbestos abatement.  Based on a lack of any elevated particulate readings associated with this activity, a complete lack of any elevated particulate readings and no detections of asbestos in any air samples  throughout the project, and the fact that the abatement is being conducted under negative pressure, it was decided to end air monitoring and sampling.  START demobilized from the Site on October 28th, 2016.

2.1.4 Progress Metrics

 Through this reporting period, a cumulative total of approximately 3,936 cubic yards of ACM  debris has been shipped off-site for disposal.   A cumulative total of 12,152 kilograms of PCB-capacitors and 36,240 pounds of non-PCB capacitors were sent off-site for recycling and disposal.  And finally, 20 cubic yards of unregulated debris was sent off-site through this reporting period.

    2.2.1 Anticipated Activities

2.2.1.1 Planned Response Activities

Develop and implement a Site-specific Health and Safety Plan, including an Air Monitoring Plan, and a Site Emergency Contingency Plan;

  1. Characterize, remove, transport and dispose of all characterized or identified hazardous waste, special wastes and associated debris located at the Site - ongoing.
  2. A structural Engineer assessed the former office building on site and determine it did not need to be demolished to safely conduct asbestos abatement.  A licensed abatement contractor has been retained to conduct this work. - ongoing
  3. Dispose of or recycle non-hazardous waste, as appropriate - ongoing;
  4. Decontaminate floors of Site buildings, as needed - complete;
  5. Remove capacitors from current storage area. - complete;

2.2.1.2 Next Steps

  1. ERRS completed segregation of hazardous and non-hazardous waste streams, and staged hazardous materials inside the waste storage building;  Waste profiles will be developed, and disposal/recycling facilities will be identified.
  2. ERRS completed disposal of asbestos-containing debris, however additional ACM waste will be generated from the abatement of the old office building.  PCB-containing capacitors and non-PCB capacitors have be sent off for recycling.
  3. START has completed air monitoring activities and has demobilized from the Site.
  4. Demobilize crew and equipment.

2.2.2 Issues

    POLREPs 2 and 3 incorrectly indicated that waste with manifest #s 31352, 31353 and 31354 were shipped on 9/29/16.  These should have been manifest #s 99808, 99809 and 99810, respectively.  POLREPS 2 and 3 have been corrected to reflect this.
