2. Current Activities

2.1 Operations Section
|
|
|
2.1.1 Narrative
Removal operations in BRSA 7 continue with construction of a staging pad and access road into remaining grids. Restoration operations continue in BRSA 8. Removal of the temporary WCS was completed, and the Kalamazoo River is now free flowing through the site of the former Otsego Township Dam (see photo).
2.1.2 Response Actions During Reporting Period
BRSA 7
- Transportation and disposal of contaminated soils & sediments (utilizing the staging pad in BRSA 6);
- Removal of sheet piling from excavated stream tubes;
- Construction of a second stabilization pad for excavated river bank soils / sediments (see photo);
- Construction of access road to provide access into remaining grids and stream tubes; and
- Maintenance of stream tube protection measures and access roads.
BRSA 8
- Re-grading and restoration of riverbank grids;
- Dismantlement, cleaning and removal of WWTP (located in BRSA 9); and
- Removal of the stabilization pad (located in BRSA 9) and excess materials.
OVERALL SITE
- Transport/disposal of approximately 1357 tons of excavated soils to an EPA-approved landfill facility (see Section 2.1.4);
- Particulate monitoring (PM10) around the site perimeter with no sustained exceedance off site of particulates above the action level of 1.5 mg/m3;
- No sustained exceedances were observed in turbidity monitors;
- Treatment of approximately 35,200 gallons of contact water from contaminated grids and contaminated soils staging pads in on-site WWTPs located in BRSAs 6 & 9 (see Section 2.1.4). Sampling results from both WWTPs continue to show non-detect levels for PCBs in the treated discharge;
- Completed removal of the temporary WCS (see photo); and
- Restoration activities (grading, contouring) of area and river bed at area around former temporary WCS.

2.2 Planning Section

2.2.1 Anticipated Activities
During the next reporting period, the following activities are expected to occur:
BRSA 6
- Staging pad and WWTP operations to support removal operations in BRSA 7.
BRSA 7
- Continue access road construction along riverbanks;
- Complete construction of a staging pad, load out area and temporary storage tanks for contact water;
- Continue excavation of contaminated riverbank soils and in-stream sediments;
- Treat contact water from contaminated grids, stream tubes and staging pad (located in BRSA 6);
- Complete removal of sheet piling; and
- Transport contaminated soils & sediments for disposal.
BRSA 8
- Re-construction and restoration of riverbanks.
BRSA 9
- Staging pad support for restoration operations in BRSA 8; and
- Removal of remaining materials located at staging pad.
SITEWIDE
- Operate
dust and turbidity control/monitoring systems;
- Commence demolition of the auxiliary spillway (see Section 2.2.1.2); and
- Restoration of area surrounding the former temporary WCS and auxiliary spillway.
2.2.1.1 Planned Response Activities

2.2.1.2 Administrative Activities / Next Steps
- A 'notice to proceed' is expected to be issued by the State of Michigan to commence demolition of the auxiliary spillway, which includes concrete base and side walls, sheet pile and grouted aggregate fill adjacent to the structure. This work is being conducted by Milbocker & Sons, Inc. under contract with the State of Michigan.
2.2.2 Issues
- A transformer fire occurred near the BRSA 3 staging area on April 8. The incident resulted in interruption of power to the office trailer and firefighting water run-off impacting the staging area parking lot. The area was cleaned up by contractors to the power utility on April 9 & 10 in coordination with US EPA and MDEQ.

2.5.1 Safety Officer
A safety meeting is held prior to work start each day by on-site safety officer(s) from Envirocon & AMEC-FW.
2.5.2 Liaison Officer
- A site tour was provided for the Mayor Cyndi Trobeck and City Manager Aaron Mitchell from the City of Otsego on April 4.
- MDNR provided a presentation to students participating in the STREAM program at Otsego Middle School regarding the significance of dam removals in the Kalamazoo River on April 12.
2.5.3 Information Officer
- Information was provided to a reporter from the Allegan News / Otsego Union Enterprise regarding site impacts from the transformer fire occurring on April 8 (see Section 2.2.2).
