2. Current Activities
  2.1 Operations Section
   

2.1.1 Narrative

Contractors continued preparations for contaminated sediment and riverbank soil excavation activities, which are expected to start in mid-September.  The contaminated sediment staging area was completed and the waste water treatment plant was constructed at the BRSA 1 forward staging area. 

2.1.2 Response Actions to Date

The following activities took place during the reporting period:

- Construction of contaminated sediment staging pad in BRSA 1;

- Mobilization and construction of waste water treatment plant in BRSA 1;

- Mobilization and testing of particulate (dust) monitoring system for BRSA 1;

- Commencement of survey/re-location of state-listed endangered mussels in BRSA 1 - 3 target excavation areas to a relocation area upstream of the M-89 Bridge & Otsego City Water Treatment Plant;

- Bathymetric/hydrographic/overbank surveying activities;

- Invasive species control (spraying) in BRSA 1 & BRSA 3; and

- Closure of the Kalamazoo River channel from the M-89 bridge to the Otsego Township Dam using buoys and land-based signage.

  2.2 Planning Section
   

2.2.1 Anticipated Activities
During the next reporting period, the following activities are expected to occur:

- Complete construction of BRSA 1 staging area, including the contaminated sediments staging area, testing of waste water treatment plant, support areas, and riverbank access roads;

- Mobilize equipment, supplies and materials necessary to begin excavation of contaminated sediments and riverbank soils;

- Install water management structures necessary to de-water areas where excavation activities will take place in BRSA 1; and

- Complete mussel survey/relocation activities.

2.2.2 Issues

US EPA received concurrence from the US FWS on a ‘not likely to adversely effect” determination for the federally endangered Northern Long Eared Bat and Indiana Bat on August 22.

  2.3 Logistics Section
    The project command center is located at 2063 Covault Lane.  A forward staging area to support activities in BRSA 1 is located on Jefferson Road just east of the Pine Creek Dam.  A staging area for equipment and materials is located at 602 Lincoln Road.

2.5.2 Liaison Officer

A public meeting was held for residents on August 23 at the Otsego Public Library.  Approximately 40 residents attended the meeting along with another 20 contractors, consultants, and local officials.  An update was provided on the project along with other cleanup projects within the overall Allied Paper, Inc./Portage Creek/Kalamazoo River Superfund Site.  Questions were answered by representatives from US EPA, Michigan DEQ and Michigan DNR.  The presentations from the meeting are posted in the 'Documents' section of the website.

Several inquiries from local residents on river access & closure, construction equipment noise and roadway impacts were responded to by the OSC.

All project work plans (latest drafts), which were approved by US EPA on August 26, have been posted to the 'Documents' section of the website.
