2. Current Activities
  2.1 Operations Section
   

2.1.1 Narrative

The objective for the first half of this construction season is to address PCB contamination in BRSAs 3, 4, 6 & 9. Construction of staging areas and access roads into these areas was largely completed during the winter months to avoid disturbing wooded areas during the active season for both the Indiana and Northern Long Eared Bat in Michigan.

2.1.2 Response Actions During Reporting Period

The following activities took place during the reporting period:

- Land clearing, grading & access road construction in BRSAs 3, 4, 6 & 9;
- Installation of soil erosion & sediment control measures in BRSAs 3, 4, 6 & 9;
- Commencement of stabilization pad & wastewater treatment plant construction in BRSA 3;
- Installation of a gate restricting access into the floodplain from BRSA 1 parking area;
- Construction of work crew parking area off Jefferson Road;
- Installation of roadway warning signage on Lincoln Road (M-89) in accordance with MDOT permits; and
- Monitoring & maintenance of temporary WCS and ice boom.

2.2.1 Anticipated Activities
During the next reporting period, the following activities are expected to occur:

- Construction of stabilization pads for contaminated sediment dewatering, staging & load out in BRSAs 3 & 4;
- Mobilization & construction of a water treatment plant in BRSA 3 to treat contact water;
- Mobilization of heavy equipment to support excavation and dredging operations; and
- Maintenance / monitoring of the temporary WCS.

- US EPA provided AMEC-FW with comments on the draft TM for BRSAs 4, 6 & 9 on March 21; and
- Planning meetings continue on the TM for BRSAs 7 & 8, which will include plans for removal of the temporary WCS.

- Land use permits issued MDNR were updated (extended) to cover construction activities in the work area in 2017.

2.5.1 Safety Officer

A safety meeting is held at the BRSA 3 staging area prior to start of work each day. The meeting is led by on-site safety officer(s) representing both Envirocon and AMEC-FW.

2.5.2 Liaison Officer
US EPA OSC Ruesch met with Mr. Joseph Schippa, Business Representative for the International Union of Operating Engineers Local 324 on March 17 to provide an overview of the project and discuss implementation issues.  Follow-up correspondence was provided via email on March 20.
