2. Current Activities
  2.1 Operations Section
   

2.1.1 Narrative
Construction of staging areas, access roads and support areas in BRSAs 3, 4, 6 & 9 continues.  It is expected that removal operations will start once high water levels recede on the Kalamazoo River.

2.1.2 Response Actions During Reporting Period

The following activities took place during the reporting period:

- Construction of stabilization pad & wastewater treatment plant (WWTP) in BRSA 3;
- Testing of the WWTP in BRSA 3;
- Monitoring & maintenance of erosion controls (due to impacts of high water) along access roads in BRSAs 3, 4, 6, & 9;
- Installation of turbidity monitors and stream depth gauges in the river;
- Installation of 'River Closed' buoys upstream of the M-89 bridge and 'Area Closed' signs at the BRSA 1 parking area; and
- Monitoring & maintenance of temporary WCS and ice boom.

  2.2 Planning Section
   

2.2.1 Anticipated Activities
During the next reporting period, the following activities are expected to occur:

- Commence construction activities to support dredging/excavation operations in BRSA 3;
- Commence construction of a stabilization pad and WWTP in BRSA 4;
- Maintain / monitor access roads and erosion controls in BRSAs 3, 4, 6 & 9; and
- Maintain / monitor the temporary WCS.

2.2.1.1 Planned Response Activities

2.2.1.2 Administrative Activities / Next Steps
- AMEC-FW provided a revised draft TM for BRSAs 4, 6 & 9 on April 10.  Revisions were made incorporating US EPA comments only to the BRSA 4 sections of the document.
- US EPA provided conditional approval to only the BRSA 4 sections of the revised TM on April 10.  This approval will allow for construction and removal activities to proceed in BRSA 4 concurrent with BRSA 3 activities.
- Pre-construction conditions were assessed and documented at the Lincoln Road (M-89) bridge and structures adjacent to work areas in BRSAs 3 & 4.
- Planning meetings continue on a draft TM for BRSAs 7 & 8, which will include plans for removal of the temporary WCS.

2.2.2 Issues
- High water levels in the Kalamazoo River persisted during the reporting period, which poses a risk to both workers and heavy equipment operation. Work activities along the river banks were suspended during much of the reporting period, and will resume once water levels recede.
- A search & rescue operation for a person who went missing in the river upstream of the project area on April 6 was conducted within the project area on April 7-9. The missing person was not found in the project area.

2.5.1 Safety Officer

A safety meeting is held at the BRSA 3 staging area prior to start of work each day. The meeting is led by on-site safety officer(s) representing both Envirocon and AMEC-FW.

2.5.2 Liaison Officer
- A tour was provided for 9 students from Kalamazoo Christian High School on March 28.

2.5.3 Information Officer
- A flyer was distributed to residential properties neighboring the project area on April 4 advising residents of the commencement of site operations and increased truck traffic in the area.
- US EPA continues to meet with residents neighboring the project area to provide updates on construction plans for 2017 and answer questions relating to the project.
- A media availability session will be held in late April once removal operations commence in BRSA 3.  A media advisory will be issued prior to the event to alert media outlets of the event.
