2.1 Operations Section

2.1.1 Narrative
Excavation of contaminated riverbank soils is underway in BRSA 3. Contaminated soils/sediments are being loaded out for transport & disposal at EPA approved landfill facilities. Preparation for excavation activities in BRSA 4 continues.
2.1.2 Response Actions During Reporting Period
The following activities took place during the reporting period:
- Excavation of contaminated soils with confirmation sampling results received from 9 grids in BRSA 3 (see table below for results). There are 17 total grids in BRSA 3, with each grid consisting of approximately 50 lineal feet of riverbank. The target clean-up goal in the riverbank soils is 5 mg/kg total PCBs;

Note: Confirmatory sampling takes place immediately following excavation of contaminated soils in accordance with procedures outlined in the Field Sampling Plan and the Technical Memorandum for BRSA 3. Both documents can be found in the ‘Documents' Section of the project website.
- Transport/disposal of approximately 352 tons of excavated soils to an EPA approved landfill facility. An estimated 750 cubic yards of contaminated soils have been excavated from BRSA 3 to date;
- Treatment of contact water from contaminated grids and the contaminated soils staging pad in the on site WWTP. Approximately 9400 gallons were treated during the reporting period. Sampling results continue to confirm non-detect levels for total PCBs in treated water;
- Staging of sand bags and construction of approximately 300 feet of coffer dam in BRSA 4 (see photo);
- Daily particulate monitoring (PM10) around the perimeter of BRSA 3 and BRSA 4 with no sustained exceedance off site of particulates above the action level of 1.5 mg/m3;
- Turbidity control measures and monitoring in Kalamazoo River around the BRSA 3-9 excavation area (1 upstream monitor and 2 downstream monitors) with no sustained exceedance of the action level of 50 NTUs above upstream levels;
- Removal and dismantlement of floating ice boom (see photo) in front of temporary WCS; and
- Monitoring & maintenance of the temporary WCS.

2.2.1 Anticipated Activities
During the next reporting period, the following activities are expected to occur:
- Completion of contaminated riverbank soil excavation in remaining grids of BRSA 3;
- Solidification/staging/transport of contaminated sediments & bank soils for disposal;
- Reconstruction & restoration of excavated grids in BRSA 3;
- Treatment of contact water in the on site WWTP;
- Construction of staging area, stabilization pad & wastewater treatment plant (WWTP) in BRSA 4;
- Installation of sand bag coffer dam and sheet piling to prepare for excavation of contaminated sediments in BRSA 4;
- Operation of dust and turbidity control/monitoring systems; and
- Maintenance/monitoring of the temporary WCS.

2.2.1.2 Administrative Activities / Next Steps
- AMEC-FW will provide a revised draft TM for BRSAs 4, 6 & 9 incorporating US EPA comments to the BRSAs 6 & 9 sections of the document.
- Planning meetings continue on a draft TM for BRSAs 7 & 8, which will include plans for removal of the temporary WCS. MDEQ provided feedback on preliminary plans provided by AMEC on the approach in BRSAs 7 & 8 on May 12.
- Planning continues on a draft restoration plan for the spillway area adjacent to the temporary WCS. Project staff are coordinating with electric & gas utility companies as well as the Allegan County Roads Commission in planning efforts.

2.5.1 Safety Officer
A safety meeting is held prior to start of work each day. The meeting is led by on-site safety officer(s) representing both Envirocon and AMEC-FW. A 'safety stand down' was held with the entire work crew on May 10 to reinforce safety policies and procedures.

- US EPA continues to meet with residents neighboring the project area to provide updates on construction plans for 2017 and answer questions relating to the project.
- Community Involvement coordinator held sessions on May 10 in Otsego and May 11 in Plainwell. A recommendation was made to hold a public meeting in Otsego to provide an update on progress as well as construction plans for 2017.
- A flyer will be distributed door to door to neighbors in the vicinity of BRSA 4 notifying them of increased noise from upcoming sheet pile installation activities.
