2. Current Activities
  2.1 Operations Section
   

2.1.1 Narrative
Restoration operations are ongoing in BRSAs 6, 7, 8 & 9. Demobilization of equipment, infrastructure, and support trailers is underway.

2.1.2 Response Actions During Reporting Period

BRSA 6
- Continued restoration of construction entrance & staging area.

BRSA 7
- Re-grading and restoration of excavated riverbanks; and
- Maintenance of stream tube protection measures.

BRSA 8
- Completed restoration planting on riverbanks.

BRSA 9
- Completed restoration of staging area; and
- Completed removal of perimeter construction fencing.

OVERALL SITE
- Though dust control measures continue, particulate monitors were removed and demobilized from the site. 
- In-stream turbidity monitors were removed from the river channel.
- Continued operation & maintenance of surface water run-off and erosion control measures;
- Continued irrigation of native plants/grasses in all completed BRSAs;
- Installation of six wood duck enclosures in BRSAs 1, 3, 7, 8 & 9 (see photos);
- Demobilization of office trailers at former command center located at 2063 Covault Lane; and
- Continued restoration activities (grading, contouring, planting) of area at former temporary WCS.

  2.2 Planning Section
   

2.2.1 Anticipated Activities
During the next reporting period, the following activities are expected to occur:

BRSA 6
- Continue restoration of staging area; and
- Continue restoration of entrance to staging area off of 19th Street.

BRSA 7
- Restore riverbanks with seed, straw and native trees/plants;
- Demobilize equipment, re-grade and restore staging area;
- Demobilize remaining office trailers; and
- Demobilize temporary storage tanks.

BRSA 8
- Stabilize and re-grade access road along river banks. As in other BRSAs, the road will remain in place to provide for access into floodplain areas that still require clean-up of PCB-contaminated soils in the remedial phase of the project.

SITEWIDE
- Complete construction of irrigation system for native trees/plants/grasses in restored areas; and
- Continue restoration of area surrounding the former temporary WCS and auxiliary spillway.

2.2.1.2 Administrative Activities / Next Steps
- Wood Group and START continue assembling project data and field reports and preparing final reports for the project.
- Office trailers were demobilized from the command center formerly located at 2063 Covault Lane. Administrative staff moved to office space located at 557 Lincoln Road (M-89).

2.5.1 Safety Officer

A safety meeting is held prior to work start each day by on-site safety officer(s) from Envirocon & AMEC-FW (see photo).

Site surveillance continues during weekends to discourage trespassing into work areas and restored riverbank areas. The main purpose of this surveillance patrols is public safety.

A trespasser entered an area undergoing restoration in BRSA 7, sank in the mud up to his waist, and struggled to extricate himself on July 5. Workers patrolling the site assisted the individual, providing bottled water and a ride home. The individual had been warned in the past against entering the work area, which continues to be closed per MDNR orders approved on September 8, 2016 (Order to Regulate the Use of the Otsego Dam Area, Allegan County, Land Use Orders of the Director Amendment No. 7 of 2016). Additional warning signs will be placed around areas undergoing restoration which have soft soils.

2.5.2 Liaison Officer
- A tour was provided to two representatives from the Otsego Historical Society on July 2.
- Tours were provided for various MDNR & MDEQ staff on June 26 & July 5.
- An inspection of soil erosion and sediment control measures was conducted by inspectors from Allegan County, MDEQ, and MDTMB on June 26.

2.5.3 Information Officer
- Planning is underway for a community meeting to be held in September 2018. USEPA, MDEQ and MDNR will provide an update on the project and information on allowable access/use of the area. The meeting date will be announced in the local news and with flyers distributed door to door around the site.
