2. Current Activities
  2.1 Operations Section
   

2.1.1 Narrative
Restoration operations are complete in all BRSAs. Most all work crews and heavy equipment have demobilized.

2.1.2 Response Actions During Reporting Period

BRSA 6
- Completed restoration of former construction entrance & staging area.

BRSA 7
- Completed restoration of former command center & staging area.

BRSA 8
- Completed restoration of former dam spillway area; and
- Completed construction of a public access / parking area at former staging area.

OVERALL SITE

- Continued operation & maintenance of surface water run-off and erosion control measures;
- Continued treatment for invasive plants in all restored areas;
- Continued irrigation of native plants/grasses in all BRSAs (see photo);
- Removed perimeter construction fencing in all BRSAs; and
- Completed installation of access control gates in all BRSAs according to MDNR specifications.

2.2.1 Anticipated Activities

- Continue operation of irrigation system in all restored areas (see photo);
- Continue treatment for invasive plants in all restored areas;
- Maintenance/removal of soil erosion control measures as needed in all restored areas; and
- Placement of warning signage in all restored areas.

2.2.1.2 Administrative Activities / Next Steps

- US EPA approved a Post Removal Site Control Plan on August 14. The plan includes monitoring and maintenance plans for the restored areas along the river, which is required until August 2019.
- US EPA issued a 'substantial completion' notice to the PRPs on August 15. This notice triggers a 90 day deadline for submission of a final project report, which is due November 15.

2.5.1 Safety Officer
Warning signage is being installed on access control gates at all BRSA entrances to warn the public of sensitive restoration plantings and extremely soft/muddy soils along the river banks. To date, several people trespassing in work areas have had to be rescued by emergency responders and/or work crews after they sank into and became stuck in the mud (see photo).

2.5.2 Liaison Officer
- US EPA and other state/local/federal agency representatives attended a community availability session on August 8 at the United Methodist Church to share information on the project.
- A tour was provided for 20 students from Western Michigan University's Summer Hydrogeology field course on August 15.
- A tour will be provided to PhD students from Michigan State University on August 21.
- Additional tours with agency executives, elected officials, and non-profit organizations will continue as the construction phase of the project is complete.

2.5.3 Information Officer
- A final community meeting is planned for Thursday, September 13 at 6:00pm at the Otsego City Hall.  A flyer announcing the meeting was distributed door to door around the site on August 7.
- An updated Fact Sheet is being finalized and will be distributed by mail prior to the meeting.
- MDNR plans to formally announce the re-opening of the river for recreation at the end of August.
