During this reporting period (September 21-26, 2015), the following tasks have been completed: 

 

4765 H Mitchell Rd

 

  •  During this reporting period, no additional work was conducted on this property.

4765 A Mitchell Rd

 

  • DU 35PA play structure was supported with concrete blocks to allow hand excavation beneath the structure to a total depth of 6” bgs.
  • DU 35 garden area was hand excavated to protect trees.
  • DU 39 excavated to 6” bgs.
  • In-situ XRF screening at DU’s 35PA, 35, and 39
  • Confirmation soil sampling included 13 locations from 6-12” bgs at DU 35PA, and 37 locations from 6-12” bgs at DU 35.
  • Identified sod placement areas with sod contractor in DUs 35 and 35PA.
  • A total of 400 cy of excavated soil was transported to the Stevens County Landfill.

4765 Q Mitchell Road

  • Prepared the DU Completion Checklist for DU’s HUB and 194 prior to backfilling with imported topsoil.
  • A total of 45 cy of excavated soil was transported to the temporary soil stockpile to be transported to the Stevens County Landfill.

 

4361 K Highway 25 North

  • Performed hand excavation around trees in order to protect critical root zones.
  • In-situ XRF screening at DU 319M.
  • Confirmation soil sampling at 14 locations from 0-6” bgs at DU 319M.

 

4765 F Mitchell Rd

  • Installed BMP straw wattles for run off protection at KNI-AB.
  • Excavation from 0-6” bgs was completed at DUs KNI-AB and KNI-C with heavy excavator and hand tools around trees and sensitive areas.
  • Excavation from 0-6” bgs was completed at DU KNI-D (garden) with hand tools; some locations were excavated to 12” bgs.
  • In-situ XRF and confirmation sampling at DU’s KNI-AB and KNI-C.
  • A total of 240 cy of excavated soil transported to the temporary soil stockpile to be transported to the Stevens County Landfill.

 

4361 A Highway 25 North

  • Excavation from 0-6” bgs was completed at DU 151.
  • In-situ XRF and confirmation soil sampling of DU 151.
  • A total of 290 cy of excavated soil was transported directly to Stevens County Landfill.

 

4291 Highway 25 North

  • Performed final pre-excavation site walk and installed BMPs for runoff protection.
  • Underground utilities were located and marked aboveground for protection.

 

Central Soil Stockpile (located at the Command Post)

  • Approximately 660 cy of contaminated soil was trucked to Stevens County Landfill.

 

Central Topsoil Backfill Stockpile (located at the Command Post)

  • A total of 728 cy of topsoil were delivered from Circle M in Spokane, WA. This material will be used as backfill into DUs on properties.

2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
On August 11, an Administrative Settlement Agreement and Order on Consent (ASAOC) for Removal Action (Docket No. CERCLA-10-2015-1040) was signed by EPA, Teck Metals Limited, and Teck American Incorporated.  The ASAOC provides the terms of the agreement under which Teck will conduct the removal action under oversight by EPA.

  2.2 Planning Section
   

2.2.1 Anticipated Activities
2.2.1.1 Planned Response Activities
During this removal action, contaminated soil will be excavated and removed from 14 residential properties and 1 tribal allotment.  Soil will be excavated in 6" lifts to a maximum depth of 12" total depth (24" total depth in garden areas).  The excavation will be backfilled with the material of the property owner's choice.  The excavated soil will be transported and disposed at an appropriate landfill.  

2.2.1.2 Next Steps

Excavation, sampling, and/or backfilling will continue at the properties described in Section 2.1.  In the next reporting period, September 28-October 3, excavation is scheduled to begin at the following properties:

  • 4765 K Mitchell Road
  • 4110 Deep Lake Boundary Rd

 

2.2.2 Issues
Backfill

All backfilling materials have been sampled and shipped to a laboratory for metal, VOC, SVOC, PCB, pesticide, and herbicide analysis. Materials below appropriate regulatory and clean-up levels have been located and will only be used as backfilling material on properties.
