2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

During this reporting period (September 28-October 3, 2015), the following tasks have been completed: 

 

4765 H Mitchell Rd

  • A total of 406 cy of topsoil was backfilled, leveled, and compacted in DU 201G.
  • A fence was re-installed around DU 201G to keep animals out of the garden.

4765 A Mitchell Rd

 

  • Excavation from 0-6" lift was completed and in situ screening with the XRF was conducted at DU 39.
  • Performed confirmation soil sampling at 16 locations at 6” bgs at DU 39.
  • A total of 105 cy of excavated material was transported to Stevens County Landfill.
  • A total of 756 cy of topsoil was delivered to the site to be used as backfill.
  • Geotextile was placed around trees in DUs 35 and 35PA.

·   Unknown Property Address, End of Mitchell Road

  • A total of 20 cy of topsoil was backfilled around the trees in DU 49.
  • A total of 40 cy pit run backfilled into DU 49. 

4765 C Mitchell Road

  • Geotextile fabric was placed around trees in all DUs (203, DEA-A, DEA-B, DEA-C).
  • Backfill material was changed to only topsoil instead of gravel below topsoil in all property DUs due to material availability.
  • All DUs were backfilled with imported topsoil. 

4765 K Mitchell Rd

  • Completed final pre-excavation site walk with homeowner to finalize DU boundaries, review scope of work, and locate potential areas of sensitivity.
  • Completed 0-6” lift at DU HIC-A.

4765 Q Mitchell Road

  • DUs HUB and 194 were backfilled with topsoil. A total of 155 cy was placed at DU HUB and 170 cy at DU 194.
  • A total of 6,000 ft2 of sod was installed after topsoil backfill was completed in DU HUB. A Sod Maintenance Plan was delivered to the homeowner.
  • DU 194 will be hydroseeded with a native grass mixture at a later date. 

4361 K Highway 25 North

  • A total of 180 cy of gravel and 111 cy of pit run was delivered to DU 319M for backfill; the gravel will be placed on top of the pit run.

4291 Highway 25 North

  • The excavation from 0-6” bgs was completed at DU 40, and the area was screened in-situ with the XRF. Confirmation soil sampling was performed at 20 locations.
  • A total of 240 cy of soil was transported to the Stevens County Landfill.
  • The car port was supported with concrete blocks to allow hand excavation beneath the structure to a total depth of 6” bgs. The concrete blocks will be left in place to provide support. 

4765 F Mitchell Rd

  • Confirmation soil sampling in 25 locations at 6” bgs at DU KNI-AB.
  • Confirmation soil sampling in 8 locations at 6” bgs at DU KNI-C.
  • Confirmation soil sampling in 6 locations at 6” bgs at DU KNI-D.

4361 A Highway 25 North

  • Confirmation soil sampling consisted of 35 locations at 6” bgs at DU 151.
  • Per homeowner request, the driveway was rerouted on the property.

4110 Deep Lake Boundary Rd

  • Subsurface utilities were located and BMPs were installed.
  • Excavation to 6” bgs was performed at DUs 218 and ROY from October 1-3. The area was screened with the XRF.
  • Confirmation soil sampling in 13 locations at 6” bgs at DU 218.
  • Confirmation soil sampling in 6 locations at 6” bgs DU ROY.
  • A total of 270 cy of excavated soil was transported to the Stevens County Landfill.

Parcel Number 151-H 195

  • Performed the final pre-excavation site walk with Debra Wulff (BIA), Patti Bailey (CCT), and Don Hurst (CCT) to finalize excavation boundaries, review scope of work, and locate potential areas of sensitivity. The two DUs are TA195-A and TA195-B. 

Central Soil Stockpile (located at the Command Post)

  • A total of 240 cy transported to Stevens County Landfill.
  • A total of 482 cy of imported topsoil and 60 cy of imported gravel was delivered to the Command Post stockpile.

2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
On August 11, an Administrative Settlement Agreement and Order on Consent (ASAOC) for Removal Action (Docket No. CERCLA-10-2015-1040) was signed by EPA, Teck Metals Limited, and Teck American Incorporated.  The ASAOC provides the terms of the agreement under which Teck will conduct the removal action under oversight by EPA.

2.2.1 Anticipated Activities
2.2.1.1 Planned Response Activities
During this removal action, contaminated soil will be excavated and removed from 14 residential properties and 1 tribal allotment.  Soil will be excavated in 6" lifts to a maximum depth of 12" total depth (24" total depth in garden areas).  The excavation will be backfilled with the material of the property owner's choice.  The excavated soil will be transported and disposed at an appropriate landfill.

Excavation, sampling, and/or backfilling will continue at the properties described in Section 2.1.  In the next reporting period, October 4-10, excavation is scheduled to begin at the following properties:

A public meeting was conducted at Northport High School on October 1.  The meeting was attended by approximately 60 residents and was covered by local news media.  Presentations concerning the ongoing soil removal and additional soil sampling in 2016 were provided by EPA.
