  2.1 Operations Section
    2.1.1 Narrative

During this reporting period (October 5-17, 2015), the following tasks have been completed: 

 

4765 H Mitchell Rd

  • On Friday, October 9, a final post-removal site inspection was conducted with the property owners.  The property owners approved all work. 
  • No further work is planned at this property.

4765 A Mitchell Rd

 

  • DU 35:  Backfilling with topsoil began and was completed during this reporting period and a sod lawn was installed.
  • DU 35 PA:  A flexible plastic border was installed around the play area (featuring a tree house, slide and swing set) and filled with sand.
  • DU 39:  Backfilling with sand and topsoil began.

·   Unknown Property Address, End of Mitchell Road

  • Backfilling and grading DU 49 was entirely completed.  All BMPs and other removal-related materials were removed.
  • On Friday, October 9, a final post-removal site inspection was conducted.  The property owner resides out of town and was unavailable to inspect the property.  A copy of the post-removal site inspection checklist with photographs was mailed to the property owner.  
  • No further work is planned at this property.

4765 C Mitchell Road

  • A sod lawn was installed in DUs DEA-A, -B, and -C.
  • Sprinkler heads that were broken or malfunctioning were repaired or replaced.
  • A concrete border curb that was damaged in three places was repaired.

4765 K Mitchell Road

  • Completed 0-6” lift at DU HIC-B and DU 7.  A total of 228 cubic yards of soil was removed from DUs 7, HIC-A, and HIC-B. 
  • Soil confirmation samples were collected from 0-6" and submitted for laboratory analysis.
  • All confirmation soil sample results were below cleanup levels for lead and arsenic.
  • The property was prepared for backfilling with sand and top soil.

4765 Q Mitchell Road

  • No work was conducted on this property during this reporting period.

4361 K Highway 25 North

  • DU 319 was completely backfilled with pit run and topped with gravel, as per request of the property owner. 
  • On Saturday, October 10, a final post-removal site inspection was conducted with the property owners.  The property owners approved all work. 
  • No further work is planned at this property

4291 Highway 25 North

  • Results from confirmation soil samples collected at 6" indicated lead and arsenic concentrations were below cleanup levels.
  • Backfill with top soil (in planter areas) and pit run (in driving and parking areas) was completed.

4765 F Mitchell Road

  • DU KNI-AB:  The results from confirmation soil samples indicated concentrations of lead and arsenic are below cleanup levels.  This DU was backfilled with top soil and a sod lawn was installed.
  • DU KNI-C:  The results from all confirmation soil sampling indicated concentrations of lead and arsenic below cleanup levels.  This DU was backfilled with top soil and a sod lawn was installed.
  • DU KNI-D:  The results from 3 of 6 confirmation soil samples indicated concentrations of lead and arsenic exceed cleanup levels.  The excavation depth ranged from 2-8" depending on the presence of roots.  The property owner requested construction of a wooden above grade garden frame backfilled with 14-20" of top soil. 

4361 A Highway 25 North

  • DU 151:  All confirmation soil sampling indicates lead and/or arsenic concentrations below cleanup levels.  Backfilling to within 4" of desired grade with pit run was completed.  Backfilling the surface with top soil was begun.
  • Per homeowner request, the driveway was rerouted on the property.

4110 Deep Lake Boundary Rd

  • Subsurface utilities were located and BMPs were installed.
  • Excavation was performed at DUs 218 and ROY from October 1-3.
  • A total of 270 cy of excavated soil was transported to the Stevens County Landfill.
  • All confirmation soil sampling indicates lead and/or arsenic concentrations below cleanup levels.

Parcel Number 151-H 195

  • Performed the final pre-excavation site walk with Debra Wulff (BIA), Patti Bailey (CCT), and Don Hurst (CCT) to finalize excavation boundaries, review scope of work, and locate potential areas of sensitivity.
  • Excavation of both DUs, TA195-A and TA195-B, was completed to 6" for a total of 303 cy removed.  Confirmation soil samples were collected and submitted to a laboratory.  Analytical results indicated that arsenic and lead concentrations were below cleanup levels.

Mitchell Road Property, lot 5089400

  • Excavation was completed to 6", confirmation soil samples were collected and submitted to a laboratory, and analytical results indicated that arsenic and lead concentrations were below cleanup levels.      

Central Soil Stockpile (located at the Command Post)

  • A total of 2,093 tons of contaminated soil was transported to Stevens County Landfill.
  • Excavation of the native soil beneath the former contaminated soil stockpile was begun.

2.1.2 Response Actions to Date

2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
On August 11, an Administrative Settlement Agreement and Order on Consent (ASAOC) for Removal Action (Docket No. CERCLA-10-2015-1040) was signed by EPA, Teck Metals Limited, and Teck American Incorporated.  The ASAOC provides the terms of the agreement under which Teck will conduct the removal action under oversight by EPA.

  2.2 Planning Section
   

2.2.1 Anticipated Activities
2.2.1.1 Planned Response Activities
During this removal action, contaminated soil will be excavated and removed from 14 residential properties and 1 tribal allotment.  Soil will be excavated in 6" lifts to a maximum depth of 12" total depth (24" total depth in garden areas).  The excavation will be backfilled with the material of the property owner's choice.  The excavated soil will be transported and disposed at an appropriate landfill.  


2.2.1.2 Next Steps

Over the next reporting period, the following activities are scheduled to occur:

  • Backfilling will continue at the properties described in Section 2.1. 
  • Hydro-seeding will occur on selected properties.
  • Excavation of the Contaminated Soil Stockpile area (aka "DU LDA') will continue.
  • General repairs and restoration will occur on many properties and roadways.

        

2.2.2 Issues

Teck/Arcadis contacted a local hydro-seed vendor to hydro-seed selected DUs and other areas where site restoration is required.  While some types of grass thrive in warm soil conditions and would be best served by application as soon as possible, other varietals of grass seed perform better in a "dormant" application, meaning applied in colder weather and allowed to remain dormant until germination in the spring.  Depending upon weather, some areas scheduled for hydro-seeding may receive application in late October while other areas may receive application in mid-November.  A re-mobilization of reduced staff may be required to achieve optimal application.
