During this reporting period (October 19-24, 2015), the following tasks have been completed: 

 

4765 H Mitchell Road

 

  • DU 201G:  No further work is planned at this decision unit.

4765 A Mitchell Road

 

  • DU 35:  No further work is planned at this DU. 
  • DU 39:  Backfilling with sand and topsoil was completed.  No further work is planned for this DU.
  • Other tasks:  Completed a gravel walkway from the garage to the house.  Began demobilizing supplies staged at this property.  Performed sod maintenance (property owner is installing a sprinkler system.

  • DU 218:  Backfill material was staged at the property in preparation of backfilling.

  • DU TA195-A backfilling and compaction to original grade is approximately 90% complete.
  • DU TA195-B backfilling and compaction to original grade was completed.

Mitchell Road Property, lot 5089400

  • DU 109:  No work was conducted on this property during this reporting period.     

5152 Northport-Waneta Road

  • DU 18:  Analytical results from 3 of the 22 samples collected from 6 inches below ground surface and submitted to a laboratory contained lead concentrations greater than the cleanup level.  The contaminated soil surrounding those samples was excavated from 6"-12".  Confirmation soil samples from the 12" interval were collected and submitted to a laboratory.

Central Soil Stockpile (located at the Command Post)

  • From 10/19-21, a total of 395 tons (7,036 tons total) of contaminated soil was transported to Stevens County Landfill.
  • During the previous reporting period, several samples collected at 3 inches below ground surface indicated the continued presence of lead at concentrations exceeding the cleanup level.  An additional 3 inches of soil was excavated and the entire area was gridded and sampled.  A total of 24 confirmation soil samples were submitted to a lab.

2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
On August 11, an Administrative Settlement Agreement and Order on Consent (ASAOC) for Removal Action (Docket No. CERCLA-10-2015-1040) was signed by EPA, Teck Metals Limited, and Teck American Incorporated.  The ASAOC provides the terms of the agreement under which Teck will conduct the removal action under oversight by EPA.

  2.2 Planning Section
   

2.2.1 Anticipated Activities
2.2.1.1 Planned Response Activities
During this removal action, contaminated soil will be excavated and removed from 14 residential properties and 1 tribal allotment.  Soil will be excavated in 6" lifts to a maximum depth of 12" total depth (24" total depth in garden areas).  The excavation will be backfilled with the material of the property owner's choice.  The excavated soil will be transported and disposed at an appropriate landfill.  


2.2.1.2 Next Steps

Over the next reporting period, the following activities are scheduled to occur:

  • Backfilling will continue at the properties described in Section 2.1.

     

  • Awaiting sample results for Contaminated Soil Stockpile area (aka "DU LDA').

  • Awaiting sample results from DU 18.  Based on results, additional excavation or backfill will occur.

  • General repairs and restoration will occur on many properties and roadways.

        

2.2.2 Issues

One property has been hydro-seeded this past week.  All other properties will be hydro-seeded beginning November 2.
