2.1.1 Narrative
EPA mobilized to the site and observed oil in the County Drain within a collection point, at a culvert near the intersection of Wade Road and Wilkinson Road, that was established by the Shiawassee County EM.
The County Drain impacted is known as the Miner Extension Drain between Mason Road and Wilkinson Road and the Miner Drain from Wilkinson Road north to King Road. The Miner Drain Extension begins underground on the north side of Mason Road and becomes a surface water body just north of Mason Road. Two drainage tile pipes were observed on the south side of Mason Road that flow through a culvert under Mason Road and into the catch basin for the underground section of the County Drain. Oil staining was observed in one of the drainage tiles and oil stained vegetation and sheen were observed at the culvert and catch basin. Approximately 300 gallons of oil were estimated to have been released into the County Drain from an unknown source south of Mason Road.
Access from all property owners along the impacted section of the County Drain has been granted.
2.1.2 Response Actions to Date
11/28/2015: Additional resources (personnel and equipment) arrived on-scene. Hard containment boom was deployed in addition to the absorbent boom originally deployed near Wilkinson Road to provide containment of the upstream oil and sheen moving through the system. Crews deployed additional absorbent boom and replaced oil saturated absorbent boom as necessary. Crews continued to recover oil from the previously established collection points. Crews began removing vegetation and debris to allow oil to flow freely to the collection points. Oiled pads, boom, and snares were bagged for disposal.
EPA continued to assess the impact to the County Drain both upstream (south of Wilkinson Road) and downstream (north of Wilkinson Road). The location where the County Drain becomes a surface water was identified (approximately halfway between Mason Road and Wilkinson Road) and large pockets and pools of oil were identified throughout the upstream section. During the initial downstream inspection only minor sheen was noted near Cronk Road and no oil or sheen observed near King Road. However, later in the day heavy sheen was observed near Cronk Road. No oil or sheen was observed near King Road. Two additional hard boom containment points were deployed before nightfall at Cronk Road and King Road.
11/29/2015: EPA assessed the new containment locations at first light and noted no oil or sheen at the furthest downstream containment point near King Road. The containment point at Cronk Road was observed to be adequately containing oil and sheen that had escaped from the original collection point at Wilkinson Road before it was reinforced with hard boom. Crews continued to remove vegetation and debris and collect oil with absorbent boom, pads, and snares. Oiled pads, boom, and snares were bagged for disposal. Additional resources, including an excavator and a skid steer, arrived in the afternoon to assist with vegetation removal and oil recovery.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
The oil appears to be emanating from a drainage tile located at 5150 W. Mason, Owosso, MI. A team will be assembled to pursue enforcement activities.
