FEMA has issued a mission assignment to EPA to staff the ESF#10 desk at the FEMA RRCC.
2.1.2 Response Actions to Date
As of January 3, 2016
MDNR:
MDNR is reporting that as the water recedes they are getting calls regarding orphan drums and containers. The Governor of Missouri has requested an Emergency Declaration for several Missouri counties from the President. MDNR has prepared mission assignment requests for ESF 10 assistance. When the Emergency Declaration is signed by The President MDNR is planning on sending Mission Assignment request for ESF 10 assistance to FEMA. MDNR is also planning for debris removal activities in the St Louis Area and along flooded waterways, including the Meramec River.
FEMA RRCC
Currently the RRCC is Activated to a Level 3 24/7 response. USACE was activated by FEMA to the RRCC on December 30, 2015. EPA was activated on December 31, 2015 to the FEMA RRCC. FEMA has requested a USACE debris task force to the RRCC to prepare for a debris removal mission assignment in the St. Louis area. The OSC in charge of HHW and orphan drum and container removal will has reported to the FEMA RRCC. He has begun pre declaration activities to assist FEMA with information on flood related HHW and orphan drums and container information.
FEMA has issued a amended Mission Assignment to EPA to increase the funding for support to FEMA.
