2. Current Activities
  2.1 Operations Section
   

2.1.1 Narrative

FEMA has issued a mission assignment to EPA to staff the ESF#10 desk at the FEMA RRCC, the FEMA JFO, and to conduct ESF#10 operations for HHW and orphan containers.

January 6, 2016

Access was granted for one staging area.  ERRS DO and START TO have been finalized and contractors have reported to work.  Collection of flood related ESF#10 related material began today and will be brought back to the newly established staging area on MoDOT property near Route 66 State Park off I44 in Eureka, MO. Collections are beginning at the Eureka (Legion Park) location.

Coordinated with impacted cities to provide assistance and guidance in the collection process. Large collections are already beginning in Pacific and Union by municipalities. START team members were on hand with Arnold collection efforts.

Further collection assessments were performed throughout the affected area by MDNR and they are distributing the collection guidance created by EPA.

 Land recon activities are completed in St. Charles County, and continuing in Fenton.

  2.2 Planning Section
   

2.2.1 Anticipated Activities

Staff the FEMA JFO and provide assistance as needed to the state.

Assess and recon flooded areas to begin HHW and Orphan drum and container operations.

The Region 7 REOC was activated to assist with all field operations.

2.2.1.1 Planned Response Activities


Establish additional staging locations and coordinate with the state on HHW and orphan container collection and recovery operations.

2.2.1.2 Next Steps
Conduct pre-sampling of staging areas once access agreements have been established. Begin recovering HHW and orphan containers and bring back to staging area.

    Currently, only 4 EPA OSCs have been mobilized and each will take care of their own logistics.
