On June 27, 2016, employees of the City of Fort Collins Parks Department collected containers of unknown fluids that had been abandoned in Legacy Park. The abandoned containers were transported to a central facility and the unknown fluids were released while the containers were being transferred to a roll off dumpster. The release produced toxic fumes. Poudre Fire Authority's HazMat Team responded, evacuated a nearby building and contained the release.

On June 28, 2016, an employee working near the location of the release became ill and was transported to the hospital.  The City of Fort Collins called EPA for assistance with the clean up.

2. Current Activities
  2.1 Operations Section
   

EPA responded on June 28, 2016 with both its response ERRS and START contractors. EPA's Team and the Poudre Fire Authority measured elevated lower explosive limits (LEL's), hydrogen cyanide (HCN) and volitile organic compounds (VOC's). The unknown fluids most likely included automatic transmission fluid as well as diesel mixed with other chemicals such as xylene or toluene. The containers of fluids were over packed and plastic sheeting was used to cover both the truck which transported the material and the roll off dumpster.  

EPA returned to the site on June 29, 2016, with a second roll off which was lined with plastic. The truck was decontaminated and contaminated material was removed from the original roll off and transferred to the second roll off. The second roll off and the over packed barrels were then staged on-site for pick up and disposal.

    The over packed barrels and the roll off dumpster containing contaminated material will be picked up and transported to a disposal facility.
