2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

The removal will demolish both the Smelter and Bag House buildings.  Prior to demolition, asbestos abatement will remove all asbestos containing materials from one of the furnaces identified as containing asbestos insulation.  While on-scene the asbestos abatement subcontractor will remove other asbestos containing materials including wall mastic, and flooring.  Both buildings will be deconstructed in a controlled manner.  Dust control is a primary concern and the buildings will be vacuumed and wetted prior to deconstruction.

The removal will generate several waste streams, including concrete debris, metal debris, miscellaneous non-hazardous municipal waste, and a limited amount of possibly hazardous waste. The concrete debris will be broken up into small pieces and used as fill in on-site vaults. Metal debris will be salvaged and sold as scrap. Miscellaneous non-hazardous construction waste will be disposed of in an appropriate landfill. Any waste material classified as hazardous under RCRA or California Title 22 will be dealt with in accordance with the relevant requirements.

2.1.2 Response Actions to Date

2/8 Monday

 

All personnel (ERRS, START, and OSC) reviewed, discussed, and signed the Site Specific Health and Safety Plan. Conducted site orientation and walked the site to familiarize the crew and discussed proposed demolition approach.

First round of heavy equipment delivered; Excavator w/Bucket & Thumb, Skid Steer w/Broom & Fork, Track Loader, Water Truck, Boom-lift, Light Towers, Portable Sanitary Facilities, and ATV. 

Conduct job walk w/ Asbestos C/U subcontractor.

ERRS prepared Support Zone for office trailers and access from the Support Zone to the work area.

 

START has been tasked to assist with health and safety air monitoring and air sample collection during the demolition of two structures.  Air samples collected on the site will be analyzed for radiological particulates, total dust and total metals.  A START-subcontracted laboratory will be utilized to conduct total metals analysis. Analysis of the radiological and total particulate samples will occur on site with U.S. EPA-owned equipment.

 

2/9 Tuesday

Continued site set-up efforts:  2 - 40' office trailers delivered, staged, and energized.

Asbestos C/U subcontractor (Pearl Bay Corp.) initiated ACM abatement.

Removal of non-hazardous debris was initiated.  Roll-off bins were provided by the City of Oxnard for transport by the City for proper offsite disposal/recycle.

Removal of ash and other dust producing solids from building interiors using Super Sucker and Boom-lift was initiated.

 

2/10-11 Wednesday-Thursday

Continued ACM abatement, site clean-up, non-hazardous debris removal.  Loaded roll-off bins and/or hi-sides for transport for offsite disposal / recycle (green waste / compostable debris).  Continued removal of ash and other dust producing solids from building interiors.

 

2/12 Friday

Completed ACM abatement, non-hazardous debris removal, and loading roll-off bins and/or hi-sides for transport of offsite disposal / recycle (green waste / compostable debris).  Completed removal of ash and other dust producing solids from building interiors.

Initiated and completed demolition of three (3) vertical storage tanks located in and adjacent to the bag house building.

Initiated preparation for bag-house hopper demolition; i.e. strategically place rigging and make the cuts necessary to segregate the total structure into "manageable" demolition segments. 

Continued site clean-up efforts; i.e. consolidate / stockpile broken concrete generated-to-date.

 

2/13 Saturday

Completed preparation for bag-house hopper demolition.  Continue general site clean-up efforts; i.e. flush-cut all re-bar protruding above grade.

 

2/15-16 Monday - Tuesday

Excavator w/ Shear attachment delivered.  Initiated the demolition of the bag-house hoppers.  NOTE; dropping the hoppers is relatively quick, processing the demolition spoils, cutting and separating the recyclable steel, concrete and debris is more time consuming.

Continued general site clean-up efforts.

 

 

2/17 Wednesday

Completed the demolition of the bag-house hoppers.  Initiate demolition of the steel framework portion of the Smelter Building. 

Continued to "process" the hopper demolition spoils and general site clean-up efforts.

 

2/18 Thursday

Continued demolition of the steel framework portion of the Smelter Building and processing demolition spoils

 

2/19 - Friday

Completed demolition the steel framework of the Smelter building.

Continued processing the Smelter building steel framework demolition spoils.

Initiated demolition the concrete tilt-up portion of the Smelter building and processing

demolition spoils.
