1.1.2 Site Description
The American Sign Company is located at 205 W. Alexis Road in Toledo, Ohio. The building consists of a dozen garage bays with different businesses operating in each. Many of these businesses have automotive fluids, mostly oils spilling into trenches that flow into storm sewer and eventually out to the Silver Creek which is a tributary to the Ottawa River.
1.1.2.1 Location
The Site is located at 205 W. Alexis Road, City of Toledo, Lucas County, Ohio. The Site is in a mixed commercial and residential area on the south side of Alexis Road between Telegraph and Bennett Roads.
1.1.2.2 Description of Threat
Oil spilled in the storm water collection system on site was discharging into the City of Toledo's storm sewer system and out to Silver Creek which is a tribuatry to the the Ottawa River. The property owner mobilized a contractor to pump out the storm drain and place additional boom. The storm drain catch basins filled with oil again the next day, again threatening the Silver Creek.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
On March 9, 2010 the City of Toledo responded to a complaint at 205 W. Alexis Road in the City of Toledo. Oil was discharging into the City's storm sewer and ultimately to the Silver Creek from the Site. City of Toledo contacted Ohio EPA who conducted their own assessment and requested assistance from U.S. EPA on March 10, 2010. U.S. EPA in coordination with the City of Toledo and Ohio EPA worked with the property owner. The property owner hired a contractor who removed began work but demobilized when the property owner was unable to pay for their work.

2.1.1 Narrative
The City of Toledo received a complaint regarding an oil spill at the Site on March 9, 2010. The oil was entering the City's storm sewer and discharging into the Silver Creek by way of trenches and catch basins in the garages at the Site. The Site consists of twelve attached garage bays with a number of tennants using oil and other automotive fluids.
The City of Toledo initially responded and placed an adsorbent boom at the discharge point of the storm drain in the creek. On March 10, 2010 EPA region 5 was notified and OSC Lall responded. The property owner was contacted and she mobilized a local contractor to pump out the storm drain and place additional boom. On March 11, 2010 the storm drain catch basins had again filled up with oil leaching out of the trenches at the Site. Property owner did not have additional funding and declined to respond further.
2.1.2 Response Actions to Date
The property owner mobilized a contractor who initiated cleanup of the oil by removing the oil from some catch basins and storm sewer lines. This contractor ceased operations when it appeared that the property owner would not have the funds for payment. U.S. EPA completed the cleanup by removing oil from impacted catch basins, trenches, and storm sewer lines on March 11, 2010. U.S. EPA resumed cleanup activities on the morning of March 12, 2010 by pressure washing the catch basins and trenches. Work was completed on March 12, 2010
