1.1.2 Site Description

A removal site evaluation indicating that the Zonolite Road Site be given priority for removal eligibility was completed on March 23, 2011.   The Site, also referenced as the “GAO 144 site” was the former location of a vermiculite expansion (or, exfoliation) plant.  According to the previous owner and operator, the expansion plant operated from 1950 until 1970 and received between 499 and 1,225 tons of vermiculite concentrate from the W.R. Grace vermiculite mine in Libby, Montana. 

 1.1.2.1 Location

The Site is located approximately 4.5 miles northeast of downtown Atlanta, Georgia, in a developed urban area of mixed light-industrial, commercial, and residential use.  The site occupies about 16 acres, some or all of which was the former location of a vermiculite expansion plant.  The Site is bordered to the south by Dalon Road, a landscape services and garden business, and the south fork of Peachtree Creek.  To the west of the Site are Peachtree Creek and several residences.  The Site is bordered to the north by railroad tracks and a complex containing numerous commercial and light industrial businesses.  Residential communities are located to the south beyond the south fork of Peachtree Creek, to the west, and to the north beyond the railroad tracks.  
 

2. Current Activities
  2.1 Operations Section
    2.1.2 Response Actions to Date

On July 11, 2011, EPA held a public meeting and discussed progress and current status of the removal.

Between June 23, 2011 and October 3, 2011, EPA received and reviewed the Work Plan, Quality Assurance Project Plan, Health and Safety and other site documents.  Final approval of all plans was given on October 16, 2011.

On September 16, 2011, EPA coordinated and attended a community meeting with the South Fork Conservatory to discuss the removal project.  Discussed the planned health and safety measures during the removal.  Reviewed the work plan and site restoration plans.  Asked the Community to provide comments on the restoration plans. 

On October 11, 2011, EPA coordinated and attended a project planning meeting between W.R. Grace, DeKalb County, local businesses and the South Fork Conservatory to discuss the removal project schedule, plans and potential impacts.  The Remedium Group and URS Corporation will perform project management.  Winter Environmental will perform the asbestos removal and remediation.  One Consulting Group, Inc. will perform air project monitoring.

On October 25 and 27, 2011, background air sampling was performed by One Consulting Group, Inc.

On October 27, 2001, EPA met with businesses along Zonolite Road, Zonlite Place and Dalon Road to assure that they were aware of the project start date and provided contact information for any additional questions or concerns.

October 31, 2011 - All W.R. Grace Contractors mobilized on-site. Local ABC News Station, Channel 2 Atlanta arrived on site and interview the On-Scene Coordinator.  Multiple broadcasts occurred throughout the day.  Results of background air sampling all indicated that levels were below 0.02 fibers/CC.  OSC Eichinger and W.R. Grace Contractors met with DeKalb County Police to discuss site security and traffic logistics.

Crews began the following activities:
  • Perimeter and worker air monitoring 
  • Site control fencining and signage
  • Vegetation removal
  • Preparations to install the storm water and erosion controls
  • Preparation to install an access road and equipment staging area.
November 1, 2011 - Crews continued with site preparations.   Exclusion zone fencing and signage was complete.  Vegetation removal on the soil pile continued.  Utility mark-out was completed.  The access road was installed.  Perimeter and work air monitoring continues.  DeKalb County Natural Resouces was on-site to discuss the site restoration plans with W.R. Grace Contractors.  DeKalb County (working with the South Fork Conservator) will provide a draft grading plan to W.R. Grace for review.

November 2, 2011 - Crew contiuned with site preparations.  The decontamination pad and storm water and erosion controls were installed.  Vegetation removal continued.  Perimeter and worker air monitoring continued.
