1.1.2 Site Description
A removal site evaluation indicating that the Zonolite Road Site be given priority for removal eligibility was completed on March 23, 2011. The Site, also referenced as the “GAO 144 site” was the former location of a vermiculite expansion (or, exfoliation) plant. According to the previous owner and operator, the expansion plant operated from 1950 until 1970 and received between 499 and 1,225 tons of vermiculite concentrate from the W.R. Grace vermiculite mine in Libby, Montana.
1.1.2.1 Location
The Site is located approximately 4.5 miles northeast of downtown Atlanta, Georgia, in a developed urban area of mixed light-industrial, commercial, and residential use. The site occupies about 16 acres, some or all of which was the former location of a vermiculite expansion plant. The Site is bordered to the south by Dalon Road, a landscape services and garden business, and the south fork of Peachtree Creek. To the west of the Site are Peachtree Creek and several residences. The Site is bordered to the north by railroad tracks and a complex containing numerous commercial and light industrial businesses. Residential communities are located to the south beyond the south fork of Peachtree Creek, to the west, and to the north beyond the railroad tracks.

2.1 Operations Section

2.1.2 Response Actions to Date
Summary - To date, approximately 4,524 tons of material has been removed and sent offsite for disposal.
November 17, 2011 - Removal operations continued. 38 dump trucks were loaded and sent offsite with approximately 570 tons of material. An old 1000 gallon partially burried underground fuel oil storage tank was found across the intermittent drainage swale. The storage tank is empty and will be removed and properly disposed. Work area sampling occurred for 6 days with no asbestos detected above the detection limit. It was decided to discontinue this sampling since consecutive days of testing confirmed that engineering and work practice controls were effective. Work area sampling will now occur randomly. Perimeter and personnel air sampling continued. No asbestos was detected in the personnel or perimeter air samples.
November 18, 2011 - Removal operations continued. 25 dump trucks were loaded and sent offsite with approximately 375 tons of material. No asbestos was detected in the personnel or perimeter air samples.
November 21, 2011 - Removal operations continued. 42 dump trucks were loaded and sent offsite with approximately 630 tons of material. DeKalb County and AECOM (DeKalb County's engineering firm) were on-site. They conducted a site walk and discussed the new extent of the site tree clearing and the final grading plan. An engineering survey will be completed along the drainage ditch so AECOM can finalize the initial grading/site restoration plan. The new silt fence locations has been determined and marked. Perimeter and personnel sampling continues.
The Northwest perimeter sample contained asbestos at 0.00065 fibers/cc. This level is far below the ABS site clean up level of 0.02 fibers/cc. One personnel samples from the exclusion zone contained asbestos at 0.00198 fibers/cc. This level is far below the OSHA PEL for Asbestos (0.1 fibers/cc) and ABS site clean up level of 0.02 fibers/cc.
November 22, 2011 - Removal operations continued. 32 dump trucks were loaded and sent offsite with approximately 480 tons of material. Perimeter and personnel sampling continues. No asbestos was detected in the perimeter and personnel air samples.
November 23, 2011 - Removal operations continued. 25 dump trucks were loaded and sent offsite with approximately 375 tons of material. Perimeter and personnel air sampling continues.
Two personnel samples for the exclusion zone contained asbestos at 0.0030 and 0.0010 fibers/cc. This level is far below the OSHA PEL for Asbestos (0.1 fibers/cc) and ABS site clean up level of 0.02 fibers/cc. No asbestos was detected in the perimeter air samples.
November 24, 2011 - Thanksgiving Holiday, no work took place.
November 25-27, 2011 - A HAZWOPER Trained Tree Removal Company removed trees and vegetation to expose what is believed to be the complete extend of the waste pile. The crew donned Level C protection and personnel and perimeter air monitoring was performed through out all three days. The haul road was improved/expanded and additional scaffolding was erected to increase truck lining/sealing capabilities. Crews removed and stocked piled soil from the area around the old building slabs and foundations. No asbestos was detected in the perimeter and personnel air samples from 11/25/2011, 11/26/2011 and 11/27/2011.
November 28, 2011 - No work took place due heavy rains.
November 29, 2011 - Crews expanded the exclusion zone and installed additional silt fencing. Additional work took place on the haul roads. The heavy rains compromised the decontamination pad. A 55-gallon drum was found with solidified materials. The drum and contents were moved to a poly-liner and covered. A sample was obtained and sent to a local laboratory for waste determination and disposal. The engineering firm completed the survey of the area and will forward the information to AECOM.
November 30, 2011 - Removal operations continued. 42 dump trucks were loaded and sent offsite with approximately 630 tons of material. Perimeter and personnel sampling continues. URS and EPA Toxicologist were on-site to discuss the clearance sampling plan. Modifications may be necessary due to the size of the site and the need to restore the bank of the drainage swale immediately after removal.

ABS - Activity Based Sampling - Collecting of air samples while engaging in dust generation activities that could disturb asbestos fibers and release them into the air.
OSHA - Occupational Safety and Health Administration - an agency of the United States Department of Labor whose mission is to prevent work-related injuries, illnesses, and occupational fatality by issuing and enforcing standards for workplace safety and health.
PCM - Phase Contrast Microscopy - Sample analysis procedure, following NIOSH Analytical Method 7400, used to determine the presence of fibers in air samples. This procedure does not differentiate between non-hazardous fibers and asbestos fibers. Used to determine the effectiveness of engineering controls and work practices during the actual removal of the asbestos contaminated material.
PEL - Permissible Exposure Limit - Legal limit in the United States for worker exposure to a chemical substance or physical agent.
