2.1.2 Response Actions to DateSummary - To date, approximately 14,120 tons of material has been removed and sent offsite for disposal to the Waste Management Landfill in Ball Ground, Georgia.  The project is estimated to take an additional four to six weeks.  Contractor anticipates removing the majority of the pile by January 6, 2012.  They will then remove and restore the creek bank followed by final scrapping.

Air sample data was received for December 13th and 14th, 2011.  No asbestos was detected in the perimeter air samples on December 13th or 14th. Two personnel samples taken on December 13, 2011 from the exclusion zone contained asbestos at 0.00098 and 0.00097 fibers/cc.  This level is far below the OSHA PEL for Asbestos (0.1 fibers/cc) and ABS site cleanup level of 0.02 fibers/cc. 

December 15, 2011 - Removal operations continued.  46 dump trucks were loaded and sent offsite with approximately 690 tons of material.  Perimeter and personnel air sampling continued.  The East perimeter sample contained asbestos at 0.00073 fibers/cc.  This level is far below the ABS site cleanup level of 0.02 fibers/cc.  No asbestos was detected in the personnel samples or the other perimeter samples.  OSC and START discussed the position of the worker wetting the material to assuring sufficient wetting of the material as it is loaded into the dump trucks.  Also discussed quicker turn around on analytical results; result has been taking more than two days.

December 16, 2011 - Removal operations continued.  52 dump trucks were loaded and sent offsite with approximately 780 tons of material.  No asbestos was detected in the perimeter or personnel air samples.  

DeKalb County Natural Resources, a representative from the South Fork Conservancy and AECOM met to establish final size of pond/wetland area and final grade/concept.

December 19, 2011 - Removal operations continued.  43 dump trucks were loaded and sent offsite with approximately 645 tons of material.  Perimeter and personnel sampling continues. No asbestos was detected in personnel or perimeter air samples.  

At 0845 hours, START observed two males removing large rocks from creek bank inside of the exclusion zone.  The two individuals were escorted from the area and advised on the hazards.  They crossed over the fencing, despite the multiple bilingual asbestos warning signs, based on the direction of the Property Manager of the adjacent properties.  OSC Eichinger contacted the Property Manager and reiterated the site restrictions based on the potential asbestos hazard.  The rock is scheduled to be removed and replaced during the excavation of the creek bank.  OSC Eichinger and START met with representatives from the South Fork Conservancy and reviewed the draft grading plan and discussed site issues and schedule.

December 20, 2011 - Removal operations continued.  54 dump trucks were loaded and sent offsite with approximately 810 tons of material.  Perimeter and personnel sampling continues.  The East perimeter sample contained asbestos at 0.00073 fibers/cc.  This level is far below the ABS site cleanup level of 0.02 fibers/cc.  No asbestos was detected in the personnel samples or the other perimeter samples.  URS personnel collected multiple samples in the excavated areas to determine the effectiveness of the removal operations.

December 21, 2011 - Removal operations continued.  37 dump trucks were loaded and sent offsite with approximately 555 tons of material.  No asbestos was detected in the perimeter air samples. One personnel samples from the exclusion zone contained asbestos at 0.00099 fibers/cc.  This level is far below the OSHA PEL for Asbestos (0.1 fibers/cc) and ABS site cleanup level of 0.02 fibers/cc.  Heavy rains in the afternoon caused the project to shut down early for the day. 

December 22, 2011 - Removal operations were suspended due to the heavy rains and damage to the haul roads.  Crews drained sump under decontamination pad and pooled area near sediment basin.  Several loads of stone and road based were installed to repair existing roadways near current excavation, scaffolding, entrance and trailer.  Perimeter and personnel sampling continues. No asbestos was detected in personnel or perimeter air samples.  

December 23, 2011 - Removal operations continued.  34 dump trucks were loaded and sent offsite with approximately 510 tons of material.  Perimeter and personnel air sampling continued.  No asbestos was detected in personnel or perimeter air samples.  Issues with the excavator slowed down the removal operations.

December 26, 2011 - No work occurred due to the holiday.

December 27, 2011 - Removal operations were suspended due to the heavy rains and damage to the haul roads.  Crews work on drainage issues in the exclusion areas and repaired the haul roads washed out by the rain.

December 28, 2011 - Removal operations continued.  43 dump trucks were loaded and sent offsite with approximately 645 tons of material.  Perimeter and personnel air sampling continued.  Received draft final grading plan from DeKalb County and the South Fork Conservancy.  OSC Eichinger requested that W.R. Grace submit this grading plan as an addendum to the Work Plan.  OSC Stilman issued a letter clarifying requirements for final clearance sampling.  OSC Eichinger and START reviewed and discussed a draft clearance sampling plan addendum with W.R. Grace and URS.  This will be submitted as an addendum to the site documents.  A replacement excavator was delivered.  Verbal sample results for the soil sampling that occurred on December 20, 2011 were received.  Results indicated that the samples contained no asbestos.
