On or prior to Saturday 17APR10 RP Lance Oil Company retained GA Oilmen’s Services (GOS) to advise regarding discrepancies in fuel volume accounting for a 4,000 gallon UST.  The RP retained SWS to conduct initial defensive tactics (placing absorbent boom in creek) and GOS to manage the overall project including determining and mitigating the root cause.  GOS has made the determination that an old steel UST that failed tightness testing was the source of the oil discharge and had the remaining gasoline removed from the tank.  GOS coordinated their efforts with the GAEPD UST Program and City of Atlanta Watershed Management Environmental Section.

 

On Wednesday 21APR10 a concerned citizen contacted EPA who mobilized to the scene  and, in turn, notified GA EPD Emergency Response Program.  Free product was observed flowing into the creek and the original absorbent boom was saturated to capacity with oil.  EPA instructed GOS to immediately replace the boom and apply additional absorbent materials to minimize the flow of oil into the creek.  OSC Jardine and GOS then discussed a more robust strategy of excavating cutoff trenches to intercept the flow of oil prior to it entering the creek.  GOS has conducted the preparatory activity including utility search and access approvals.

 

On Thursday 22APR10 OSC Jardine issued a Notice of Federal Interest to Lance Oil (c/o GOS Mark Faas) and reconned site with GOS and Pittman Grading.  EPA clarified objectives and Pittman set out to develop tactics.  GOS continued to coordinate activity and change out oil-saturated materials.  OSC Jardine identified concern regarding oil sheen continuing to escape confinement. 

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative - After initial discovery, Lance Oil secured GA Oilmen's Services began to take responsible charge of the response to the oil discharge. 

2.1.2 Response Actions to Date - GA Oilmen's Services (GOS) assumed absorbent booming and absorbent towel operations from SWS, the initial emergency response contractor.  GOS also postured for installation of an interceptor trench but could not complete negotiation with local government and private entities to enable them to begin.  GOS did install monitor wells between the leaking tank and the creek discharge point.

On Friday April 23, 2010 EPA identified that Lance Oil must cease the discharge to Clear Creek.  OSC Jardine established Wednesday April 28th as the final day for GOS to perform regarding installation of an intercept trench.

On April 28th, GOS contacted EPA identifying their inability to gain approval from local government to proceed.   GOS requested that EPA conduct the construction portion of the activity and eventually return responsible charge of the site back to GOS after the oil seep has been stabilized.  EPA made no committment regarding future control of the site.  OSC Jardine immediately called for a utility search and accessed the OPA fund.

On April 29th OSC Jardine met on Site with ERRS contractor Environmental Restoration (ER) to discuss response objectives and to scope the proposed activity.

On Friday April 30th ER began site operations including installation of the interceptor trench and assumption of the absorbent boom and pad operations in Clear Creek. OSC Patel conducted oversight. 

On May 1st OSCs Patel and Jardine conducted oversight of oil/water recovery operations and creek booming.  ER introduced polishing boom consisting of solidifier material.  The solidifier polishing boom performed miraculously grasping all sheen.  Zero sheen was observed down stream from the solidifier.
