2.1.1 Narrative

Currently EPA is coordinating with TEMA, FEMA, and TDEC to conduct recon and as water recedes, further assessment can be conducted.

2.1.2 Response Actions to Date

During this reporting period, EPA divided into two assessment teams.  One team,led by OSC Garrard, conducted recon in areas of Western Nashville.  The other, led by OSC Crowley, conducted recon in eastern and downtown Nashville,TN.  The following facilities  were inspected:

Summary of BulkTerminal (FRP) Facilities Inspected:

• Motiva – 1717 61^st Street - Facility experienced no issues
• Cumberland Terminals – 7260 Centennial Blvd - Facility experienced no issues
• Magellan – 1441 51^st Ave and 1609 63^rd Ave - Facilities only experienced minor flooding due to rain
• BP – 1409 51^st Avenue - Minor flooding within diked areas. Facility expected to be operational by May 6, 2010.
• Citgo – 720 South 2^nd Street - Major flooding from River. Unable to access due to flooding; however, crews were pumping out diked areas.  Diesel additive AST had overturned and Citgo cleanup activities were occuring.  
• Lion Oil – 90 Van Buren Street - Major flooding.  One tank (700 bbls) was floating, but has set down. There is some sheening outside dike walls.
• Marathon Nashville Terminal – 5 Main Street - Major flooding.  One floating tank has since set down.  Will need to pump out diked areas once water recedes.
• Marathon Asphalt Terminal – 930 Young Street - Operational.
• Ergon Asphaly Terminal - 1114 Visco Drive - minor flooding, no impacts.

Other Facilities Inspected:

• Approximately  700 gallon used oil spill and 10,000 gallon diesel tank floating.
• Boom  deployed downstream – OSRO was onsite at 0800 on May 6, 2010 removing oil from Richard Creek, and stained soils.  Will secure floating diesel tank when waters receed. 
• Parman Energy – Cockrill Bend Blvd., Diesel ASTs and Lubricants are present with multiple oil spills located on the property. Cleanup activities were underway.  Water levels dropped enough to allow for cleanup in front of property.  RP was deploying hard boom on backside of the property to prevent migration of oil.
• January Environmental – Van Buren Street, in vicinity of Lion Oil (waste oil recycler) – EPA and USCG inspected facility May 6, 2010 and noticed areas of heavy oil staining on and off-site.  The company has began cleanup but oversight will be needed by EPA through cleanup process.
• Exxon Bulk Terminal Facility – Tank 15 was secured at approximately 0300 May 6, 2010.  A sheen was reported coming from associated piping.  Boom was inplace and no sheen left the property.  River elevation has dropped and secondary containment is being pumped out.   

Nestor Road Industrial Park:

• Quality Plating - Nickle - Zinc electroplator, Minimal releases occured. Met with owner and toured facility. Owner stated he will conduct cleanup activites.
• Multiple orphan containers and oil spills identified.  Approximately 20 55-gallon drums, compressed gas cylinders, oil spills on waterways, and oil stained soils observed.

• Advanced Plating – Large chrome electroplating facility located in downtown Nashville.  Met with owner and toured facility.  Minimal releases occured.  Owner has stated he will conduct cleanup activities.
