1.1.1 Incident Category - Emergency Response

1.1.2 Site Description - abandoned chromated copper arsenate wood treatment facility located within a residential surrounding.

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative - In late July 2010 due to financial reasons the CCA facility was forced to cease operations.  All process and raw chemicals were abandoned in 7 above ground storage tanks measuring approximately 120,000 gallons.   Wood treating wastes were allowed to remain exposed.   In so doing, rainwater that had formerly been managed by plant personnel now aggregated in the process portion of the plant and overwhelmed the containment.  Once FDEP verified that the responsible party did not have the ability to respond and the storm water runoff flowed into the storm drainange system and eventually off site, FDEP contacted EPA requesting assistance in mitigating the contaminant flow.

2.1.2 Response Actions to Date - EPA mobilized ERRS contractor WRS Compass and START consultant tetraTech to assist in conducting response actions.  EPA acquired site access from the Trustee and property owner, then brought resources on site to mitigate the flow of contaminants off site. 

On Wednesday August 11th WRS managed to remove approximately 8,000 gallons of water from the tank farm secondary containment and tranferred it to a frac tank on site.  The water level was lowered approximately 12 inches within the containment structure.  In so doing they halted flow from the process area to the storm drainage system.  START collected samples from the tank farm containment and the lagoon onsite. 

On Thursday August 12th WRS resumed removing water from the containment structure while pressure washing the concrete drip pad.  The drip pad flows to the containment structure.  WRS also began to pump water from the lagoon into a separate frac tank.  Approximately 20,000 gallons was removed from the containment and 40,000 gallons from the lagoon.  An afternoon rain event dropped 3/8 inch of rain returning about 30,000 gallons of water to the lagoon and 4,500 gallons ot the containment structure.  START sampled tanks  #s 1, 2, & 3 and  the fresh storm water flow from the facility yard.

On Friday August 13th WRS completed pressure washing the drip pad, resumed pressure washing the containment structure while recovering all wash waters with a vac truck and transferring the water to a frac tank.  WRS also removed, by hand, several drums of sludges from around  the pressure vessel and within the containment structure.  Only a trace of rain fell on the site.  WRS also fitted the plumbing to one facility tank to accept a vacuum hose.  They then transferred approximately 3,000 gallons of water from Tank #4 into a new frac tank.  START sampled tanks #s 4, 5, and 6.



2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs) - Regional Counsel is sorting out ownership, trustee involvement, and secured creditors who have interests in the site.
