1.1.2 Site Description - Unmitigated methane which is congregating in utility boxes and sewer pipes discovered in Atlanta neighborhood.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results - Explosive vapors are detected subsurface and in the water meter boxes, cracks in concrete surrounding a relatively new (2007) town house development and surrounding soils throughout the property

2.1 Operations Section

2.1.1 Narrative - ATL Fire requested federal assistance in identifying source and required action to mitigate explosive threat of uncontained methane gas emanating from subsurface of a residential development. Methane is theorized to be coming from unpermitted burial of organic debris prior to the development of the project.
2.1.2 Response Actions to Date - - EPA, GA EPD and START continue to conduct routine monitoring of the 3 EPA GeoProbe locations and the 13 EPM Piezometers. EPA and START also continue to routinely monitor all water meter boxes in front of each house. Methane levels remain upward to 60% methane by volume.
- EPA and GA EPD have been assisting ERM with implementing the in home monitoring program. EPA and GA EPD, using LEL and FID meters, survey the each home prior to ERM distributing a first alarm 3 gas methane meter. EPA, using 2.5% Methane calibration gas tests the meter sounds the alarm for the resident as part of the orientation.
- The EPA OSC is collaborating with EPA’s ERT and START to determine potential short term and long term remedies.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs) - EPA has been granted written access and has delivered a Federal Notice of Interest. EPA's ORC, RCRA and Superfund continue to identify appropriate measures to enforce removal activities. 2.1.4 Progress Metrics

2.2 Planning Section

2.2.1 Anticipated Activities - EPA will develop a Google Earth .kmz file as a tool to disseminate monitoring and sampling results. The tool will also contain site photographs and a link to site documentation. EPA will continue t0 work with GA EPD and the City of Atlanta Fire Department until the appropriate responsible party is identified and is capable of proceeding with the necessary removal actions to mitigate the threat to human health and the environment. 2.2.1.1 Planned Response Activities - EPA and START will continue monitoring activities. Sampling results, when received will be posted to www.epaosc.org/MaynardTerraceMethane.
2.2.1.2 Next Steps - EPA working with GA EPD will continue to provide site over site during the enforcement process
2.2.2 Issues - Coordinationbetween the PRP’s contactor, attorney, representative and EPA has beendifficult. The PRP’s contractor ERM hasnot been on site since 1130 on September 25, 2010. EPA and GA EPD have remained on site toensure the safety of the residents while the enforcement processcontinues. EPA has had multiple phoneconversations with the PRP representative and PRP’s contractor imploring themto maintain a presence onsite as well as start the process for developing awork plan for the short and term remediation of the Methane gas. There has been no evidence of progress ineither of the 2 requests. EPA’s OSC andORC will participate in a conference call at 1200 September 29, 2010 with thementioned parties.
