2. Current Activities

2.1 Operations Section
|
|

|
2.1.1 Narrative
EPA has transitioned from the Emergency Response Phase of the project into the Time-Critical Removal Phase. However, the dangers at the Site continue to pose an immediate threat to human health and the environment. The current focus at the Site is to mitigate the immediate threats of release from the Site to off-site migration pathways. EPA's estimated time to complete the removal is roughly 4-5 months.
2.1.2 Response Actions to Date
To date the following response activities were completed during this reporting period:
- Heavy rains during the week of October 10 impeded excavation activities and no excavation operations were performed. ERRS concentrated there efforts in cleaning activities inside Building 1 and 2.
- ERRS cleaned and pressure washed the Fiberglass Room in Building 2.
- START collected and screened wipe samples prior to cleaning the Fiberglass Room. The samples were screened using the XRF. START also collected spot check samples after the room was pressure washed. Arsenic and lead values were under the Removal Action Levels: As-40ppm; Pb-400ppm.
- ERRS also began working on cleaning the Lab Room in Building #2.
- START HazCat additional liquids and solids that were found in the buildings during this week. All items were bulked according to their waste stream.
- START collected and screened wipe samples prior to cleaning the Lab Room. The samples were screened using the XRF. Arsenic readings were above 40 ppm.
- ERRS decontaminated all original containers and the rinse water were labeled based on the respective waste stream. All containers were cut off and placed in roll of boxes.
- START collected grab samples from behind Building 1/Zone 4. Some of the grab samples from the dig area had VOC readings. The highest VOC reading in the area was 70 ppm. Soil in the area was set aside in a smaller soil pile and a sample was collected from the location for waste characterization on 10/21/11.
- Soil from the area where the former septic system used to be was removed. START screened this area and the highest arsenic reading was 1,258 ppm. No lead or VOCs were detected. Due to the depth in this dig area, ERRS stopped removal in the location and continued to remove soil adjacent the area.
- START screened Building 3 for arsenic and lead. The west wall insulation had an arsenic reading of 179 ppm and the south wall insulation had an arsenic reading of 156 ppm. The east and north walls were non-detect for the contaminants, and the corrugated steel on the outside of the building was non-detect.
- ERRS gathered items for household hazardous waste and separated the items into seven waste streams. START hazcatted any items that did not have a label.
- Due to bad weather, no work was performed on 10/20/2011.
- Other Activities Involving the Site:
USEPA and USACE continue to meet on a regular basis to discuss the creek cleanup strategy. EPA will consult with USACE concerning restoration of areas within USACE boundary.
The owner of the Site has been identified and stated to the OSC that he does not have the financial means to cleanup the Site. Further enforcement activities have begun. Should a viable PRP be identified they will be given the opportunity to assume the cleanup efforts from EPA.

2.2.1 Anticipated Activities
2.2.1.1 Planned Response Activities
The following activities are planned during the next reporting period:
- The main soil excavation on the slope leading to the creek will begin. Air particulates will be monitored in the vicinity of the excavation and the slope will be kept wet during the excavation process.
- Materials that were bulked and lab packed will be disposed of.
2.2.1.2 Next Steps
- Excavation and stockpiling of contaminated soils
- Arranging for disposal of bulked waste streams
- Demolition of contaminated structures.
2.2.2 Issues
The main concern at the Site is the nature of the containers. Many of the are mislabeled and in poor condition. In addition, there is a high presence by the local emergency services community due to the presence of explosive materials and other high hazard items. EPA will need to work closely with local, state, and county officials throughout the cleanup process.
