EXECUTIVE SUMMARY

The New Jersey response actions to Hurricane Irene were completed on 11/8/2011 with the shipment of medical wastes from the Dover facility.  This was the final action for NJ and EPA’s actions in that state are complete.

 

Actions in the northern regions of NY State, DEC Region 5, continued this week with the anticipation of completing operations by 11/18/2011.  Some concerns were voiced by local and county OEM officials that additional support may be required in the future.  At the current time, EPA’s current Mission Assignment is set to expire on 11/18/2011, requiring EPA to discontinue the use of Stafford Act funds for those missions.  EPA continues to work with FEMA, State, and County Officials on the transition of required work and or other solutions to finish any necessary work in that area.

 

Actions in the DEC Region 7 area related to impacts from Tropical Storm Lee continue to decrease.  EPA’s final shipment of collected wastes was conducted on 11/9/2011.  Operations for the coming week will include restoration and final cleaning of the Barlow Rd site. Once completed, EPA will demobilize all resources and actions in the DEC Region 5 areas will be considered complete.

HURRICANE IRENE OPERATIONS (NJ/NY)

 

NEW JERSEY RESPONSE ACTIONS

 

This operation is now complete.  All remaining chemical wastes were shipped off site on 11/3/2011   with the final off-site shipment of medical waste taking place on 11/8/2011.  The medical waste, contained within 8 five-gallon pails was repackaged into one fiberboard box.  The medical waste/sharps weight is 50 pounds for disposal.  This material will be incinerated at SteriCycle Inc, in North Carolina.

 

Below is the final Waste Disposition Table for Dover, NJ Facility.  This table was updated as of 11/08/2011.  This table will be removed from the next situation report.

NEW YORK RESPONSE ACTIONS

 

NYSDEC Region 4 Area 

No change since previous Situation Report.  EPA is still awaiting the completion of limited land restoration activities at the former collection pad / staging area.  When this activity is completed, there will be no further actions in this region.  The completion date is anticipated to be Friday, November 11, 2011.

NYSDEC Region 5 Area

 

EPA continued sifting and collection operations at the Dugway Road and Chasm Road Debris fields.  Crews also worked on collection of orphan containers Keesville, Au Sable Forks, Wadhams, Alice Falls, and at the Au Sable Delta.  Hazard categorization and consolidation has been completed for collected wastes.  EPA continued with waste minimization activities such as the cutting and recycling of empty poly and metal containers.  Recycling activities are being conducted by the counties.

 

EPA was targeting 11/18/2011 as the completion date for this operation.  However, after discussions between the EPA OSC, EPA RIC for NY, and the OEM Directors in the NYDEC R5 area, there is a potential need for this operation to continue into the week of 11/21/2011.  There has also been discussed the potential for future assistance in the spring, after spring thaw, as some waste materials could still be located in remote areas and spring floods could cause some of these materials to surface downstream to more populated areas.  Funding and Mission Assignment expiration dates will need to be discussed with FEMA on whether this operation will and/or can continue in the future.

Note: Numbers listed in the table are accurate at the time of delivery of this report.  Field crews sometimes transfer numbers following the end of the reporting period due to communication issues.  As a result, daily totals may change in future reports to capture all containers collected for that operational period.  Because of this, operational period totals do not reflect true count numbers due to late reporting.  However, the grand cumulative numbers are accurate at the time this report. 



TROPICAL STORM LEE (New York ONLY)

 

NYSDEC Region 7 Area

TS Lee, Binghamton operations are anticipated to be completed sometime during the week of 11/14/2011. The final off-site shipment of waste materials was conducted on 11/9/2011.  Operations for this past week and the coming week include restoration of the Barlow Pad as well as cutting up of scrap metals from collected containers.  There is a chance this scrap may need to be disposed of as solid waste but EPA is working with town and county officials to recycle this material if possible. 

 

On 11/9/2011, EPA was asked to investigate 1 smaller impacted area of which it is currently believed that a small amount of containers may be present.  Any future collected containers will be brought to the Broome County landfill and any required processing and/or disposal will be addressed by the county.

 

EPA is still awaiting the pick-up of one remaining roll-off container at the Owego HHW collection area.  All wastes have been removed from this site with exception of one roll off for non-hazardous solid waste.  Once this remaining roll-off container is removed, EPA will deliver a close-out letter the Owego Township Supervisor.

Below is a summery table indicating the amount of containers collected through HHW and orphan container recovery efforts in response to Tropical Storm Lee.  This data was collected at 1445 on 11/03/2011.  As of this report, there were no changes from the 11/3/2011 Situation Report.

Note: Numbers listed in the table are accurate at the time of delivery of this report.  Field crews sometimes transfer numbers following the end of the reporting period due to communication issues.  As a result, daily totals may change in future reports to capture all containers collected for that operational period.  Because of this, operational period totals do not reflect true count numbers due to late reporting.  However, the grand cumulative numbers are accurate at the time this report. 


EPA REGION 2 COORDINATION ACTIVITIES

Starting the week of 10/31/2011, one primary EPA resource has been dedicated for situational updates and documentation.  The liaison officer will remain integrated but on a part-time basis.  Personnel working on approving cost accounting and monetary tracking will also maintain functions in the REOC.

  2.2 Planning Section
    As field operations decrease, EPA has been working on plans for the closure of response activities related to Hurricane Irene and Tropical Storm Lee.  Planning activities include final documentation and planning for future after-action sessions.

  2.3 Logistics Section
    Logistics are being handled from the Binghamton contractor office for all NY operations.  This will streamline resource requests and delivery options.  Personnel in the REOC will monitor the handling of logistics and provide document control over such activities.

  2.5 Other Command Staff
   

SAFETY OFFICER
 

Final safety visits were planned to visit the remaining HHW's as they close out to document the condition of the pad and the safe clean-up and decommissioning of the site.  Daily Safety Messages continue to be developed and sent out to the field and are being posted on the website.  Safety messages were issued this past week on the following topics; PPE, handwashing, injuries & tetanus, flu season, preventing the spread of germs, staying healthy, pre-task safety and personal safety.

 

 LIAISON OFFICER
 

Steve Touw has been designated as the Liaison Officer (LNO) for Hurricane Irene and Tropical Storm Lee response efforts.  The LNO has nothing new to report for this past reporting period.

 

INFORMATION OFFICER 

Pat Seppi, 646-369-0068, is the Public Information Officer (PIO) designated for the response. Due to the decrease in work activities and the movement towards closure of the projects, the PIO had no activities to report during this period.  The PIO remains available for support when needed.

  EPA is currently coordinating with FEMA, NYS DEC, NYSEMO, County officials, and local government agencies.
