1.1.1 Incident Category

Removal assessment.

1.1.2 Site Description

The Site is a former furntiure maker facility.  It is currently owned by a non profit organization.  It consists of a large brick, timber and steel warehouse that is approximately 10 acres in size.  On Nov 21, 2011 a fire broke out at the facility causing approximately half of the building to collapse. 

1.1.2.1 Location

Basset, Henry County, Virginia.

1.1.2.2 Description of Threat

Potential asbestos materials exposed to the environment.   Suspected asbestos is in and around steam pipes, roofing materials, and insulation.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

During the fire investigation, suspected ACM was spotted.  VADOLI mobilized to Site and confirmed, via visual characterization, that there was significant asbestos materials present in the rubble of the building.  VADOLI also indicated that all materials would have to be considered asbestos contaminated due to the fire.  The fire caused the asbestos to become friable.

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

On December 1, 2011 VADEM reported the fire and information regarding the potential asbestos to EPA.  They requested assistance in assessing the situation.

2.1.2 Response Actions to Date

EPA mobilized to the Site on December 2nd and spoke with the PRP to establish access.  Access was granted by both the President and the Operations Manager at the Site.  VADEM and Henry County representative were onsite and witnessed the access approval.

EPA also provided verbal notice of potential liability to the PRP if a cleanup or other action may be required.  The PRP indicated they understand and was agreeable to EPA's investigation.

START mobilized to the Site on Dec 3rd and collected a mix of bulk and air samples.   A total of 3 high volume air samples at the properties perimeter, 2 personal air samples, and 12 bulk samples were collected.  The goal of the sampling event was #1 to to identify individual materials that may contain asbestos and #2, to determine if the asbestos may become airborne.

Resource Exchange Associates has been identified as the owners of the building in question.
