1.1.2 Site Description
On April 17, 2012, at approximately 1700 hours, Michigan Department of Environmental Quality (MDEQ) requested EPA's assistance in responding to a release of asbestos due to improper removal & disposal at 501 Berrien St, Albion, MI. OSC Lippert responded.  START and ERRS were activated.

The building is the center of a residential neighborhood and across the street from a city park.  Pieces of asbestos were outside the building and in the street.  Metal scrappers have removed metal piping within the building and piles of asbestos were near open doors and broken windows.  Asbestos had migrated outside the building by the scrappers, rainwater entering the building through large holes in the roof, and blowing winds.  Signs of trespass are throughout the building.  ERRS removed asbestos from the areas outside of the building and secured it by boarding it up on April 17 and April 18, 2012.

Calhoun County Health Department declared the building to be a public health threat.

1.1.2.2 Description of Threat
The building is the center of a residential neighborhood and across the street from a City park.  Pieces of asbestos were outside the building and in the street.  Asbestos had migrated outside the building by the scrappers, rainwater entering the building through large holes in the roof, and blowing winds.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
EPA responded to a request for assistance from MDEQ regarding asbestos outside a building in Albion, Michigan.  EPA arrived on-scene at approximately 1800 hrs on 4/17/2012 and observed pieces of friable asbestos outside the building in various areas, including at the curb in the street.  A closer look revealed large quantities of asbestos scattered throughout the building near open doorways and broken windows.  The asbestos on the outside of the building appeared to have been transported outside by metal salvagers, wind, and rainwater infiltration into the building.  EPA moved asbestos into the building and secured it by boarding up the building.

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative
EPA conducted an Emergency Response Action at the site on 4/17/12 and 4/18/12.  EPA moved friable asbestos into the building and secured it.  EPA returned to the site on 7/23/12 to remove friable and non-friable asbestos piles throughout the building.  The removal action was completed on 8/3/2012.

2.1.2 Response Actions to Date

On 7/23/12 - 7/27/12, EPA remobilized to the site to begin the Time-Critical Removal Action at the site.  EPA set up office trailers, hooked up a generator, conducted clearing and grubbing, notified City Officials, and began double bagging piles and pieces of asbestos on the first floor.

On 7/30/2012 - 8/3/2012, EPA completed the removal of piles and pieces of asbestos throughout the building.  The buidling was resecured by boarding it up and replacing fencing.  Asbestos signage was removed.  EPA demobilized from the site on 8/3/2012.

Throughout the removal action EPA conducted air sampling to ensure the safety of workers and residents.  No exceedances were recorded.

2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
An Enforcement Specialist has been assigned and an attorney has been requested.  The PRP and owner of the building is Charles Cuykendall.  A verbal and written Notice was issued by the OSC and EPA attorney.
