1.1.2 Site Description
The site is a single family residence with a private well. There is a 75-acre commercial wholesale nursery located nearby on the east side of Trawick Road, approximately 100 feet from the wellhead.
1.1.2.1 Location
The affected well is located at Bond Street, Raleigh, Wake County, North Carolina (the actual address was removed from original PolRep 1 so we could make public)
1.1.2.2 Description of Threat
Wake County Health measured elevated levels of Dieldrin and Chloradane in the well. Deldrin was measured at concentrations of 0.32 ug/L, which exceeds the EPA Removal Management Level of 0.15 ug/L.

EPA was asked to respond to the site; North Carolina Outpost OSC Rhame was dispatched on 12/7/2012.

2. Current Activities

2.1 Operations Section

2.1.1 Narrative
Wake County Health Department measured elevated levels of Dieldrin and Chloradane at a residential well near the intersection of Bond Street and Trawick Road. Wake County Helath Department noted that a large commercial wholesale nursery is located on the other side of Trawick Road from the well location. EPA was asked to respond to the site; EPA spoke with the affected residents and offered to provide bottled water to them until EPA could sample the well to confirm the county's analytical results. The affected residents did not accept EPAs offer of bottled water at this time; the residents wished to wait for EPAs confirmation results and would reconsider at that time.
EPA met with the owner of the nursery (Taylors Nursery) and briefed them on the situation.
On December 10, 2012 START collected a confirmation well water sample from the residence that Wake County reported to be contaminated. Sample results were received on December 18, 2012 and indicated technical chlordane at 2.79 parts per billion (ppb) and dieldrin at 0.382 ppb. Bottled water was offered to the resident which he declined stating that he would continue to provide his own bottled water. START collected samples at 11 additional homes along Bond Street, Trawick Road, Shonnie Drive and Melrose Drive. Chlordane was detected at 3.06 ppb in 1 well, dieldrin was detected in 4 wells at a maximum of 0.6 ppb, and heptachlor epoxide was detected in 2 wells at a maximum of 0.0387 ppb. All residents were notified of their sampling results.
On December 21, 2012 START collected samples from 12 irrigation supply wells on the property of Taylors Nursery. All 12 supply wells were sampled by START and by a private consulting firm operating on the behalf of Taylors Nursery. Trace detects of dieldrin were observed in 6 of the supply wells with a maximum of 0.0498 ppb. Because of the extremely low concentrations of contaminants detected in the groundwater below Taylors Nursery they are not at this time considered a PRP. Because the presence of pesticides in the groundwater in the Bond Street area could not be determined to be the result of an off-label use, improper application or a acute release, EPA ERRB was unable to perform mitigation activities at the time because pesticides are prohibited under CERCLA. The site was referred to NCDENR Aquifer Protection Section (APS). APS continued collecting well water samples to further determine the extent of contamination.
2.1.2 Response Actions to Date
EPA offered bottled water to affected residents. Residents chose not to accept bottled water until EPAs sample results confirm the county's results. EPA collected groundwater well samples from 12 residences and sampled 12 irrigation supply wells at the nearby nursery.
No further action by ERRB under CERCLA authority is anticipated due to the pesticide exemption. The presence of pesticides in the wells could not be contributed to anything other than normal application.
