1.1.2 Site Description
The Site is the Glascock County Department of Transportation maintenance yard.  The maintenace yard had 4 above ground storage tanks ranging in capacity from 1,000 gallons to 500 gallons storing diesel fuel and used motor oil.  Initial evaluation by Glascock County personnel determined that there was a leak in a product distribution line that ran from one of the above ground storage tank to a dispenser located in a small shed approximately 10 feet from the storage tank.  The spill occurred from a section of the product distribution line which ran underground.  The diesel fuel traveled underground and began to discharge along the side cut of a drainage ditch along School Circle.  It is estimated 1,000 gallons of diesel fuel was released.

1.1.2.2 Description of Threat
Diesel fuel traveled underground before discharging into the drainage ditch.  The drainage ditch discharges into Rocky Comfort Creek which is used for recreational and agricultural activities. Rocky Comfort Creek flows into the Ogeechee River, a navigable water body.

  2.1 Operations Section
    2.1.1 Narrative

Diesel fuel was observed discharging into a drainage ditch for the side wall of the drainage ditch along School Circle.  The drainage ditch flows into Rocky Comfort Creek. The diesel fuel came from a subsurface spill which occurred from a underground product line at the fuel dispensers. An estimated 1,000 gallons of diesel fuel were released.  Approximately 300 ft of the drainage ditch was excavated, two underflow dams were constructed in the drainage ditch, along with 7 vertical recovery wells were installed upgradient of drainage ditch. Approximately 75 gallons of fuel was recovered from the wells and underflow dams on Sept 15. Recovery operations will continue for some time. GAEPD Emergency Response personnel were on scene to oversee remediation activities. OSC demobilized on Sept 15th.  GAEPD Solid Waste Management Program is currently overseeing the remediation of the Site.  

2.1.2 Response Actions to Date


Following the initial response actions the responsible party continued to conduct daily free product recovery efforts until the product levels diminished no more free product was being recovered from the recovery wells.  As of February 2, 2014 approximately 400 gallons of diesel fuel had been recovered from the vertical recovery wells.  Approximately 35 tons of petroleum impacted soils was excavated and disposed of at the Augusta Deans Bridge Road MSW Landfill.
