1.1.2.1 Location
Veneer Road, Portsmouth, VA

1.1.2.2 Description of Threat

The purpose of this action is to flush and replace a contaminated storm sewer on Site.  The sewer is contaminated with creosote and poses a threat of release of a hazardous substance if not mitigated.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

An assessment by the OSC on or about 9/19/13 revealed the presence of creosote in a storm drain which poses a threat of release.

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

During the week of September 15, 2013, the EPA Remedial Project Manager for the Atlantic Wood Industries Site requested assistance from the Removal Program to mitigate the threat of release of creosote from a storm drain on Site.  Creosote is trapped in the base of the drain and also likely in the pipe leading to the drain.  Assistance was requested from the Removal Program to remove this creosote and replace the sewer box.  The OSC visited the Site and visually confirmed the presence of creosote and the path for potential release.

2.1.2 Response Actions to Date

On 9/26/13, the OSC activated emegency funding (see Special Bulletin A) to mitigate the threat of release of creosote from the storm drain.  WRSCompass received a task order from EPA to clean the line and replace the sewer box.  WRSCompass will be performing the work under the EPA ERRS contract and under the direction of the OSC.

On 9/30/13, the OSC met with WRSCompass on Site to plan the project.  The RPM was also on Site to provide technical assistance.

Based on the scope of work, EPA's contractor has determined a subcontractor with line flushing experience will be contracted to perform the work.  EPA's contractor is also in the process of procuring the replacement sewer box with a non-permeable structure

2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)

Enforcement activity is consistent with the PRP search being performed under the Remedial Action.


2.1.4 Progress Metrics

The OSC anticipates that waste generated from the removal will be properly handled and disposed with other wastes from the Site.

ERRS will prepare subcontract and specs for replacement box and will coordinate with OSC

Onsite work will likely begin the week of 10/07/13 pending direction from EPA management with regard to the Government Shutdown.

At the time of the polrep, the government is currently shut down.  Although this Site is considered an excepted activity, the OSC is taking any and all action to minimize costs at the Site.
