1.1.2 Site Description

1.1.2.1 Location
Veneer Road, Portsmouth, VA

1.1.2.2 Description of Threat

The purpose of this action is to flush and replace a contaminated storm sewer on Site.  The sewer is contaminated with creosote and poses a threat of release of a hazardous substance if not mitigated.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

An assessment by the OSC on or about 9/19/13 revealed the presence of creosote in a storm drain which poses a threat of release.

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

EPA moblized to Site on 9/30/13 to begin operations to flush a contaminated sewer line along Veneer Road.  Flushing activities began on 10/8/13 and were overseen by OSC Rupert.  Additional information can be found in the next section.

2.1.2 Response Actions to Date

During the week of October 6, 2013, a subcontractor to WRSCompass flushed the sewer line along Veneer Road.  An obstruction was encountered along the line.  A line cleaning tool was then advanced from the opposite end of the line and encountered the obstruction in or near the same location.

A significant quantity of contaminated sediments were flushed to the manhole.  These sediments were later removed and transferred to the onsite staging area. 

The OSC concluded that the sewer pipe is llikely collapsed at the obstruction and that further attempts to clean with higher power equipment risk creating pavement failure.  A potential collapse on Veneer Road would essentially eliminate any access to or from businesses and residences in the area and would put Veneer Road out of service for an indefinite time period.  The OSC determined that the need to maintain the integrity of the road outweighed the efforts to continue flushing with high-pressure water.

Heavy rains continued through the week of 10/7-10/11/13.  On 10/21/13, the subcontractor returned to the Site to inspect the line by video.  Water which had collected in the manhole indicates that groundwater is migrating toward the sewer box. 

The camera video identified an obstruction which appears as concrete debris.  EPA does not have the information necessary to determine if the obstruction is debris or a portion of collapsed pipe.

During the week of 10/28/13, EPA contractors excavated the historic brick sewer box and debris.  This resulted in approximately 15 cubic yards of creosote contaminated sediments and debris.  This waste was transferred to the onsite waste storage area.

On 10/29/13, EPA's contractor installed the new sewer box. A photo of the new box can be found in the photos link.  This impermeable box was manufactured offsite and is designed to not allow infiltration of contamination.  Box is designed to receive water from a storm drain on Veneer Road.  The discharge then empties at a right angle into the newly constructed storm drain system.  EPA contractors sealed the openings between the pipes and the box.

On 10/30/13, EPA's contractor backfilled the area around the box with clean fill and compacted the fill to 95%.  Measurements were taken to ensure the box was level with the curb  inlet at the corner of Elm Avenue and Veneer Road. 

On 10/31/13, a surveyor was contacted to survey the new manhole.  The surveyor will create "as built" drawing which will be submitted to the City of Portsmouth.

2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)

Enforcement activity is consistent with the PRP search being performed under the Remedial Action.


2.1.4 Progress Metrics

10/30/13:  15 cubic yards contaminated solids transferred to onsite staging area.
 


  2.2 Planning Section
    2.2.1 Anticipated Activities

At the request of the RPM, the pipe plug is being left in place until November 13 or until the Elm Avenue Storm Drain Relocation Trench work is completed.

2.2.1.2 Next Steps

The OSC is coordinating with the RPM to discuss possible next steps to ensure that no additional creosote which may be trapped in the Veneer Road sewer is discharged to the Elizabeth River.

2.2.2 Issues

Pending finalization of costs and receipt of as-built drawings, this concludes the onsite work for this Task Assignment.  An ERRS Project Leader remains on Site through next week to perform limited activities. 

Although the new sewer box has been installed, EPA has not been able to verify that creosote contamination has been removed from the sewer line.  This is due to the obstruction in the line.  The OSC and RPM are discussing additional possible actions.

    Logistics are being coordinated with the contractors on Site working on the Remedial Construction at the Site.
