1.1.2 Site Description

This is an active Facility specializing in servicing private aircraft-painting/stripping, repainting, engine services, and miscellansous aircraft services

1.1.2.1 Location

The Facility is located at the Hagerstown Airport, in Hagerstown MD

1.1.2.2 Description of Threat

Site Assessment initiated during the week of January 27, 2014....surface/subsurface soil samples were collected across the Facility, and groundwater monitoring wells were installed to assess potential contaminants at the Facility   

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

Site Assessment data results have been added to a Trip Report for the Facility,  EPA met vwith MDE, Washington County MD, and Hagerstown Aircraft Services to discuss Site Assessment findings. The results of the Site Assessment indicate that although there were minimal exceedances in commercial/industrial/residentail cleanup values, the values seen do not warrant further Region 3 removal action investigation.  MDE concurs with the OSC and the findings in the Trip Report.  Washington County is in the process of purchasing the HAS property, and will utilize the findings of the Trip Report for their environmental assessment requirements for property purchasing.

    2.1.1 Narrative

This Facility, which serviced private aircraft, has ceased operations.  Washington County MD is in the process of purchasing the HAS property, and a former employee is attempting to purchase the former business in order to potentially reopen the Facility at a later date.

2.1.2 Response Actions to Date

RCRA investigations and CID investigation

EPA OSC/START performed a Site Assessment on the HAS property to identify if a Removal Action is necessary to address threats to public health and/or the environment.  Based on the results of the Site Assessment, the OSC has determined that no further Removal Action investigations are required.
 
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)

PRP has been identified as the owner of the Facility

No further EPA Removal Action activities are anticipated   

2.2.1.1 Planned Response Activities

EPA met with MDE to discuss findings, and also met with County and RP. Results of the Trip Report indicate that no further action is necessary under EPA Region 3's Removal Program

Initiate Site Assessment activities included surface/subsurface soil sampling, and groundwater monitoring well installation

Based on the Site Assessment and Trip Report, no further action through Region 3's Removal Program is necessary

    Because the Facility and the Hagerstown Airport are both actively operating, both the Facility and the Hagerstown Airport have been updated.  It should be noted that the Facility has ceased operations, and because the property is adjacent to Hagerstown Airport, Washington County MD is currently in the process of purchasing the HAS property from the current owner
