1.1.2 Site Description
A volatile organic carbon (VOC) / tricholorethylene (TCE) contaminated plume was discovered in the vicinity of Bahl Avenue and Erhart Drive in Mansfield, Ohio. The area includes residential homes, commercial buildings, and a school.
 
The approximate boundaries of the site are the roll-off staging area along Park Avenue East to the north, Abri Lane to the east, Hickory Lane to the south and Martha Avenue to the west. A single family residential neighborhood surrounds the facility. The site includes the area over the TCE-contaminated plume.

1.1.2.1 Location
The site is located within Mansfield, Ohio. 

1.1.2.2 Description of Threat
TCE was initially detected during regular monitoring of the public water supply well for the daycare/school. In 2012, TCE levels exceeded the maximum contaminant level (MCL) for TCE for the first time. Agencies including Ohio Department of Health (ODH), Richmond Public Health Department (MORCHD) and Ohio Environmental Protection Agency (Ohio EPA) sampled 52 private wells in the vicinity of the school and identified 9 with TCE above the MCL.  TCE concentrations as high as 10.4 ppb were detected. 

ODH and MORCHD issued a recommendation that residents with VOC levels above the MCL stop using their wells as a drinking water supply, use bottled water for drinking and cooking and take short showers. MORCHD contacted EPA for additional assistance.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
EPA conducted a site assessment, including investigation of VOC contamination of groundwater, soil, soil gas, and sub-slab. 

EPA detected TCE levels in soil and soil gas that exceeded applicable action levels, but levels in sub slab and indoor air  did not exceed applicable action levels. In soil gas, TCE concentrations ranged up to 66 ppbv; Benzene ranged up to 0.98 ppbv. In sub-surface soil TCE concentrations ranged up to 240 mg/kg; Vinyl chloride ranged up to 0.097 mg/kg. 

2. Current Activities

    2.1.1 Narrative
On July 2, 2014, EPA responded to the request for assistance from MORCHD with an emergency response action to address the detected TCE contamination above the MCL in drinking water wells. On July 2nd, EPA contacted each property and offered to provide bottled water to affected properties. As of July 10, EPA has successfully reached 7 of the 10 properties and is providing bottled water to six of those properties. The seventh resident is considering whether to take bottled water. Of the 3 remaining properties, 1 appeared to be vacant and 2 appeared to be occupied. Efforts to reach the remaining properties will continue.

Available evidence indicates that a local transmission shop is the source of the TCE plume. A combined 104(e)/General Notice Letter was issued to this PRP. The PRP responded, and indicated that he is unable to fund necessary response actions.

We anticipate proposing a time critical removal action in the near future.

2.2.2 Issues
To date, EPA has attempted to contact but has been unable to reach residents at 3 properties that have had TCE detected in their well water at levels above the MCL. One of these homes appears to be vacant, and the other two appear to be occupied. EPA will continue to attempt to reach these residents, and offer to provide bottled water.
