1.1.2 Site Description
The Site was formerly used for ceramics manufacturing and storage. Until early 2012, manufacturing, storage, and office buildings were located on approximately 12.5 acres near the center of the 473.89 acre property. The northern and southern manufacturing buildings occupied a total of 249,000 square feet and housed machinery formerly used to grind and mix raw materials, gas-fired tunnel kilns, glaze spray booths, a boiler room, and office spaces. They also contained former product drying, cutting and shipping areas. The majority of the buildings were demolished during attempted abatement activities in 2012 and currently exist as debris piles. The Site is vacant, unsecured and has no perimeter fencing.
1.1.2.1 Location
The site is located at 600 west Church Street in a rural area of East Canton, Stark County, Ohio. The geographical coordinates are 41.781 North Latitude and 81.297 West longitude.
The Osnaburg Ditch flows northeast to southwest along the northern edge of the former manufacturing area, and an active railroad line is across the ditch. The Osnaburg ditch discharges to Sherrick Run approximately 1.5 miles downstream of the site. The aite is surrounded by large areas of undeveloped land that include woodland, grassland, former clay strip mines, former hazardous waste lagoons, clay and shale stockpiles, andopen dumps of discarde waste ceramic products. An active manufacturing facility borders the site to the southwest. Numerous trails located throughout the site makes the property an attractive nuisance for recreational vehicle trespass.
1.1.2.2 Description of Threat
Friable asbestos is mixed with the building debris due to improper abatement prior to demolition (mainly in the form of crushed and pulverized transite panels) as well as large undamged transite panels containing asbestos scattered throughout the demolition area (approximately 10,000 tons, estimated).
Stockpiles of raw materials were sampled and contain heavy metals such as lead and barium (approximately 1,700 tons, estimated)
Drums, totes, and other containers of hazardous materials were also abondoned on site.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
EPA documented the presence of hazardous pollutants during its Site Assessment activities conducted on October 19 and 20, 2011 and June 18 and 19, 2013. EPA confirmed the presence of friable and regulated asbestos, corrosive wastes, heavy metal contamination, and other applicable regulatory criteria.

2. Current Activities

For the period from July 14th through July 25, 2014 EPA initiated mobilization activities and Site set up
2.1.2 Response Actions to Date
Beginning on July 14, 2014, EPA began mobilizing it's contractors to begin the Time-Critical Removal Action at the Stark County Ceramics Site. Five ERRS personnel as well as 1 START were mobilized to the site to discuss site planning and expectations.
The site support are was set up (Office trailers, power, etc) and ERRS cleared the tall weeds bordering the work zones and roadways for health and safety (ticks/poison ivy) as well as visibility for heavy traffic.
Roadways were cleaned of debris to avoid puncturing tires.
The work zone was delineated with barrier fencing and caution tape as well as warning signs for Asbestos hazards.
The personnel decontamination trailer was brought on site and plumbed for water.
ERRS located and set up water source for the removal action
ERRS attempted to barricade trails where locals would access the property on ATVs; however, the locals either dismantled the barriers or the barriers had to be removed to provide access for the gas company.
ERRS segragated empty containers containers requiring sampling and and crushed them for disposal.
On Monday, July 21, 2014 representatives from the Canton Health Department and the Ohio EPA were on site for a site walk as well as work plan description.

The PRP has been identified and appropriate enforcement actiivities have been initiated by the local and State authorities.

The site is in a remote area and the nearest water source is over 1,200 feet away. Additional hose was procurred in order for the site to have a constant supply of water.

A site Health and Safety Plan is in development by ERRS. The draft plan has been reviewed by START and EPA.
START submitted and EPA approved Air Sampling and Monitoring plans that will be conducted during work activities.
Daily Safety meetings are being held before the start fo all work shifts.
The US Coast Guard, Atlantic Strike Team, will be mobilizing to the site to assist with Health and Safety Monitoring
Due to the remote location and size of the site, the property is an attractive area for the locals to ride ATVs. Attempts to barricade several access points failed ro had to be removed for other considerations. The ERRS Response Manager checks the site every morning and rehangs signs/fencing/warning tape that was torn down the night before.
