2.1.1 Narrative
For the period from July 26h through August 8, 2014 EPA continued site set-up activities, continued mobilizing ERRS personnel and began shipping Asbestos contaminated debris.
2.1.2 Response Actions to Date
There are no site activities on the weekends.
On Monday, August 11, 2014, 7 loads (~148 tons) of ACWM was transported off site for disposal at the American Landfill in Waynesburg, Ohio. ERRS stopped loading haul trucks at 100 hours because of the rain. Wet conditions caused safety hazard with ERRS workers walking on the plastic sheeting to seal the ACWM loads, and muddy road conditions at the landfill. Half the ERRS crew sent home around 1100 hours because no haul trucks. ERRS crew decontaminated and removed palletized bricks from the asbestos exclusion zone and continued implementing Storm water counter measures for surface rain water run-off. ERRS continued personnel air monitoring for worker exposure. START continued perimeter air monitoring and air sampling.
On Tuesday, August 12, 2014, 17 loads (~312 tons) of ACWM was transported off site for disposal at the American Landfill in Waynesburg, Ohio. Last haul truck loaded for the day 1530 hours. ERRS continued working in the asbestos exclusion zone relocating ACWM to the haul truck loading zone. ERRS continued personnel air monitoring for worker exposure. START continued perimeter air monitoring and air sampling.
On Tuesday, August 13, 2014, 14 loads (~287 tons) of ACWM was transported off site for disposal at the American Landfill in Waynesburg, Ohio. Last haul truck loaded for the day 1530 hours. ERRS continued working in the asbestos exclusion zone relocating ACWM from along the east side of the railroad spur to the haul truck loading zone. ERRS continued personnel air monitoring for worker exposure. START continued perimeter air monitoring and air sampling.
On Thursday, August 14, 2014, 10 loads (~160 tons) of ACWM was transported off site for disposal at the American Landfill in Waynesburg, Ohio. ERRS continued working in the asbestos exclusion zone relocating ACWM to the haul truck loading zone. ERRS continued personnel air monitoring for worker exposure. START continued perimeter air monitoring and air sampling.
On Friday, August 15, 2014, no ACWM transported to the landfill for disposal today. ERRS removing ACWM from around partially demolished kiln building on eastern portion of the asbestos exclusion zone. ERRS also removing ACWM from subsurface areas (pits, trenches, etc.) within the asbestos exclusion zone. ERRS stockpiled ACWM at the asbestos loading area for subsequent loading. ERRS workers entered the corrugated blue building containing drums, totes and containers on site to create accessible pathways for subsequent sampling activities. ERRS continued personnel air monitoring for worker exposure. START continued perimeter air monitoring and air sampling.
On Monday, August 18, 2014, 19 loads (~356 tons) of ACWM was transported off site for disposal at the American Landfill in Waynesburg, Ohio. Thirty-nine (39) empty propane cylinders transported to American Gas Company in Canton, Ohio for disposal. ERRS assessed condition of storm water counter measures for surface rain water run-off within the asbestos exclusion zone. ERRS continued personnel air monitoring for worker exposure. START continued perimeter air monitoring and air sampling.
On Tuesday, August 19, 2014, 17 loads (~296 tons) of ACWM was transported off site for disposal at the American Landfill in Waynesburg, Ohio. Last haul truck loaded for the day 1430 hours. ERRS continued working in the asbestos exclusion zone relocating ACWM to the haul truck loading zone. ACWM needs to be moved greater distances to the load-out area, so, the rate of loading trucks is exceeding the rate of relocating the ACWM to the loading zone. START and USCG observed sulfuric acid within the debris piles. Three 2-liter glass bottles observed. Leakage caused a reaction in the nearby puddle of water. ERRS RM & H&S entered the exclusion zone to neutralize the spill. ERRS continued personnel air monitoring for worker exposure. START continued perimeter air monitoring and air sampling.

On Wednesday, August 20, 2014, 15 loads (~280 tons) of ACWM was transported off site for disposal at the American Landfill in Waynesburg, Ohio. Severe weather (rain, lighting, thunder) delayed the start of work activities today. Daily safety meeting started at 0800 hours. City of Canton closed the bridge on north end of the site because severe rain events washed-out soil from under portion of the road. The erosion is in close proximity to an underground natural gas line. ERRS continued personnel air monitoring for worker exposure. START continued perimeter air monitoring and air sampling.
On Thursday, August 21, 2014, 17 loads (~332 tons) of ACWM was transported off site for disposal at the American Landfill in Waynesburg, Ohio. Additional ACM observed on the debris piles on the west side of the railroad spur. ERRS to remove all ACWM debris piles on west side of railroad spur and T&D as Friable Asbestos waste. Haul trucks stopped transporting ACWM around 1400 hours so ERRS workers could relocate ACWM to the load-out area. ERRS continued personnel air monitoring for worker exposure.

On Friday, August 22, 2014, 14 loads (~225 tons) of ACWM was transported off site for disposal at the American Landfill in Waynesburg, Ohio. Haul trucks stopped transporting ACWM around 1415 hours so ERRS workers could relocate ACWM to the load-out area. ERRS imported crushed limestone to fill-in the numerous pot holes on West Church Road. ERRS continued personnel air monitoring for worker exposure. START continued perimeter air monitoring and air sampling.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
The PRP has been identified and appropriate enforcement actiivities have been initiated by the local and State authorities.
