2.1.1 Narrative
For the period from September 5-19, 2014 EPA continued site set-up activities, continued mobilizing ERRS personnel and began shipping Asbestos contaminated debris.
2.1.2 Response Actions to Date
On Monday, September 22, 2014, 14 loads (~213 tons) of ACWM was transported off site for disposal at the American Landfill in Waynesburg, Ohio. Today was the last day friable ACWM transported off site for disposal. A total of 394 trucks transported 7,439 tons of friable ACWM to the landfill for disposal.ERRS began the staging non-friable ACWM from various areas within the asbestos exclusion zone to the load-out area. ERRS continued personnel air monitoring for worker exposure. START continued perimeter air monitoring and air sampling. On Tuesday, September 23, 2014, 18 loads (~397 tons) of non-friable ACWM was transported off site for disposal at the American Landfill in Waynesburg, Ohio. Today was the first day non-friable ACWM was transported off site for disposal. ERRS crew continued removing ACWM from trenches and pits and cleaning-up miscellaneous piles of ACWM from around the asbestos exclusion zone. ERRS continued personnel air monitoring for worker exposure. START continued perimeter air monitoring and air sampling. On Wednesday, September 24, 2014, 21 loads (~464 tons) of non-friable ACWM was transported off site for disposal at the American Landfill in Waynesburg, Ohio. ERRS crew continued removing ACWM from trenches and pits and cleaning-up miscellaneous piles of ACWM from around the asbestos exclusion zone. ERRS continued personnel air monitoring for worker exposure. START continued perimeter air monitoring and air sampling. On Thursday, September 25, 2014, 20 loads (~426 tons) of non-friable ACWM was transported off site for disposal at the American Landfill in Waynesburg, Ohio. ERRS crew continued removing ACWM from trenches and pits and cleaning-up miscellaneous piles of ACWM from around the asbestos exclusion zone. ERRS used a mini-excavator to create a work space within the Covered Shed containing hazardous lead and barium solids for subsequent removal equipment and access for haul trucks. The water truck was used to begin wetting the hazardous solids staged within the Covered Shed. ERRS continued personnel air monitoring for worker exposure. START continued perimeter air monitoring and air sampling. On Friday, September 26, 2014, no ACWM transported to the landfill for disposal today. ERRS crew continued the removal and relocation of non-friable ACWM from the east perimeter of the asbestos exclusion zone to the truck load-out area. ERRS began stabilization of wastes in the totes and containers. One of the front-end loaders was decontaminated in preparation of demobilizing it from Site. Suspect hazardous materials were discovered during the removal of the non-friable ACWM activities. The suspect hazardous materials were field tested and determined to be non-hazardous. One 30-yard dumpster containing crushed totes and containers transported off site for disposal. ERRS continued personnel air monitoring for worker exposure. START continued perimeter air monitoring and air sampling. This is the last day ERRS conducted personnel and work area air monitoring for the asbestos removal activities. No work scheduled for Saturday or Sunday On Monday, September 29, 2014, 17 loads (~321 tons) of non-friable ACWM was transported off site for disposal at the American Landfill in Waynesburg, Ohio. ERRS crew continued the removal and relocation of non-friable ACWM from the southeast perimeter of the asbestos exclusion zone to the truck load-out area. ERRS continued the stabilization of wastes in the totes and containers. ERRS also removed fiber drums containing color dye powders from inside the building on the southwest perimeter of the Site to the blue building containerize waste staging area. START continued perimeter air monitoring and air sampling during the non-friable ACWM removal activity. On Tuesday, September 30, 2014, 20 loads (~367 tons) of non-friable ACWM was transported off site for disposal at the American Landfill in Waynesburg, Ohio. ERRS crew continued the removal and relocation of non-friable ACWM from the southeast perimeter of the asbestos exclusion zone to the truck load-out area. ERRS crew continued the removal and relocation of non-friable ACWM from the southeast perimeter of the asbestos exclusion zone to the truck load-out area. ERRS continued wetting the hazardous solids in the Covered Shed for subsequent loading operations. ERRS continued the consolidation, over-packing and lab-packing of containerized wastes in over-packing drums and Gaylord boxes. START continued perimeter air monitoring and air sampling.The Canton City Health District (Jacklyn Hupp) on site today to conduct a site inspection. On Friday, October 3, 2014, no ACWM transported to the landfill for disposal today. ERRS crew continued the removal and relocation of non-friable ACWM from the southeast perimeter of the asbestos exclusion zone to the truck load-out area. ERRS completed the consolidation, over-packing and lab-packing of containerized wastes in over-packing drums and Gaylord boxes. ERRS began load-out of hazardous solids from the Covered Shed. 4 loads (~97 tons) of hazardous solids was transported off site for disposal at the EQ Treatment Facility in Canton, Ohio. START continued perimeter air monitoring and air sampling.
