  2.1 Operations Section
    2.1.1 Narrative

For the period from October 4-17, 2014 EPA continued shipping of waste material off site.

2.1.2 Response Actions to Date

On Monday, October 6, 2014, no ACWM transported to the landfill for disposal today. ERRS crew continued the removal and relocation of non-friable ACWM from the east perimeter of the asbestos exclusion zone to the truck load-out area. ERRS continued load-out of hazardous solids from the Covered Shed. 8 loads (~200 tons) of hazardous solids was transported off site for treatment at the EQ Treatment Facility in Canton, Ohio. START continued perimeter air monitoring and air sampling around the perimeter of the asbestos exclusion zone. START continued air monitoring around the perimeter of the Covered Shed.

 

Tricia Edwards (US EPA OSC) and Ginny Narsete (UE EPA CIC) attended a City Council meeting to present the status of the removal activities on Site.

 

On Tuesday, October 7, 2014, 17 loads (~347 tons) of non-friable ACWM was transported off site for disposal at the American Landfill in Waynesburg, Ohio. ERRS continued load-out of hazardous solids from the Covered Shed. 8 loads (~207 tons) of hazardous solids was transported off site for treatment at the EQ Treatment Facility in Canton, Ohio. ERRS consolidated the color dye powders from the fiber drums into lined Gaylord boxes for subsequent transportation and disposal. START continued perimeter air monitoring and air sampling around the perimeter of the asbestos exclusion zone. START continued air monitoring around the perimeter of the Covered Shed.

 

On Wednesday, October 8, 2014, 16 loads (~328 tons) of non-friable ACWM was transported off site for disposal at the American Landfill in Waynesburg, Ohio. ERRS continued load-out of hazardous solids from the Covered Shed. 8 loads (~212 tons) of hazardous solids was transported off site for treatment at the EQ Treatment Facility in Canton, Ohio. START continued perimeter air monitoring and air sampling. Last day perimeter asbestos air samples were collected around the perimeter of the asbestos exclusion zone. START continued air monitoring around the perimeter of the Covered Shed.

 

On Thursday, October 9, 2014, 11 loads (~226 tons) of non-friable ACWM was transported off site for disposal at the American Landfill in Waynesburg, Ohio. Last load of ACWM was transported off site today. A total of 169 loads (~3,491 tons) of non-friable ACWM was transported off site for disposal . ERRS continued load-out of hazardous solids from the Covered Shed. 10 loads (~269 tons) of hazardous solids was transported off site for treatment at the EQ Treatment Facility in Canton, Ohio. Asbestos exclusion barrier tape and signage was removed. START began the final visual inspection of the former asbestos exclusion zone. START continued air monitoring around the perimeter of the Covered Shed. USCG personnel demobilized from Site today.

 

On Friday, October 10, 2014, no hazardous solids were transported to the landfill for disposal today.

ERRS prepared the site for extended holiday weekend. Demobilization for the Columbus Day Holiday.

 

No work scheduled for Saturday or Sunday.

 

On Monday, October 13, 2014. No work today. Columbus Day Holiday.

 

On Tuesday, October 14, 2014, the EPA, ERRS and START remobilized back to the Site from the Columbus Day Holiday. ERRS wetting and staging the hazardous solids in the Covered Shed for loading trucks tomorrow. ERRS loaded roll-off boxes with scrap metal generated during the asbestos removal activities.

 

On Wednesday, October 15, 2014, 10 loads (~273 tons) of hazardous solids was transported off site for treatment at the EQ Treatment Facility in Canton, Ohio. START collected bulk samples of suspect ACM within the partially demolished kiln building. START continued final visual inspection of the former asbestos exclusion zone and continued perimeter air monitoring around the Covered Shed.

 

On Thursday, October 16, 2014, 10 loads (~267 tons) of hazardous solids was transported off site for treatment at the EQ Treatment Facility in Canton, Ohio. ERRS processed scrap metal generated during the asbestos removal activities for subsequent recycling. ERRS conducted localized clean-up of suspect ACM within the partially demolished Kiln Building. START continued the final visual inspection of the former asbestos exclusion zone and continued perimeter air monitoring around the Covered Shed. A representative from the Canton City Health District arrived on site to conduct a site inspection.

 

On Friday, October 17, 2014, 8 loads (~216 tons) of hazardous solids was transported off site for treatment at the EQ Treatment Facility in Canton, Ohio. Three loads (~19 tons) of scrap metal were transported off site for recycling at the PSC Metals, Inc. facility in Canton, Ohio. Scrap metal transported off site for recycling. ERRS continued to demobilize equipment and resources from the Site that are no longer required. START continued the final visual inspection of the former asbestos exclusion zone and continued perimeter air monitoring and air sampling.

The PRP has been identified and appropriate enforcement actiivities have been initiated by the local and State authorities.
