1.1.2 Site Description
The spill occurred at an oil production field tank battery.  The tank battery has multiple gravity flow lines entering the tank battery.  The tank battery has a capacity of 210 barrels.

The spill occurred off Wolf Creek Road in Hyden, Kentucky.

1.1.2.2 Description of Threat
A discharge of 13 barrels of crude oil was reported from the tank battery.  Three (3) barrels of crude oil entered Wolf Creek.  Approximately 0.75 miles of Wolf Creek was impacted. Crude oil is an oil defined by the Oil Pollution Act (OPA).  Wolf Creek flows to Raccoon Creek to Cutshin Creek to the Middle Fork Kentucky River.

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative
R4 Duty Officer received notification of spill incident at one of the tank batteries located the southeastern oil fields of Kentucky in Leslie County at 1600-hrs on August 15, 2014. R4 Phone Duty Officer contacted Reporting Party, Jetta Operating, to gather more information regarding the NRC report. The incident response by the RP was in the early phase and minimum information beyond NRC report were available at the time of the first call. Impact on water was confirmed and initial spill estimate was "6-BBLS".  Based on limited information EPA R4 Duty Officer deployed OSC Garrard at 16:30 on August 15, 2014.  Kentucky Department of Environmental Protection (KYDEP) deployed a State On Scene Coordinator (SOSC) as well.  Upon arrival the reported discharge was increased to 13 barrels of crude oil with approximately 3-4 barrels of oil impacting Wolf Creek.  Approximately 0.75 miles of Wolf Creek was impacted by crude oil.    

2.1.2 Response Actions to Date
Jetta Operating initially began containment and recovery operations on August 15th, 2014.  Jetta Operating personnel deployed absorbent booms within Wolf Creek, constructed an underflow dam along a drainage ditch which discharges into Wolf Creek, and constructed multiple recovery points staff with vac trucks along Wolf Creek.  On August 16th, 2014 Jetta Operating personnel and contractors began flushing Wolf Creek with additional water and leaf blowers to remove residual oil from Wolf Creek.  Approximately 27,000 gallons of creek water was used to flush residual oil form Wolf Creek on August 16th.  Vacuum trucks and absorbents were used to recover residual oil at recovery points.  At the request of KYDEP Jetta Operating deployed CI agent booms past the last containment point to address residual sheen on Wolf Creek.  On August 17th, additional flushing and recovery activities continued in Wolf Creek.  Approximately 24,000 gallons of water was utilized to flush residual oil from Wolf Creek.  Based on the limited amounts of oil collecting at recovery points OSC Garrard demobilized on the evening of August 17th, 2014.  KYDEP SOSC will continue to oversee remediation activities of the Wolf Creek.
