2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative
The sheet pile containment/isolation system was completed on 3/19/2015. The Illinois EPA Site Remediation Program accepted the Site and a project manager was assigned. The majority of EPA and USCG equipment, personnel and contract resources demobilized.

2.1.2 Response Actions to Date
During this reporting period, the following field activities took place:

- Daily surface water samples continue to be taken at the source and upstream/downstream locations;
- A sheet pile containment wall was installed around the impacted area to prevent contamination from entering the river as well as prevent inundation from potentially high seasonal water levels;
- Roadway repairs & maintenance continued on roads to & from the Site, particularly on Pilot Knob Road;
- Containment boom on Harris Slough was reduced and re-configured to optimize performance;
- The ICP was demobilized from the municipal park and re-located closer to the Site off Pilot Knob Road;
- Heavy equipment utilized to install the sheet pile containment wall was demobilized; and
- Equipment was mobilized to construct a water treatment system at the Site to treat contact water during excavation activities.

EPA and Illinois EPA worked with BNSF Railway to finalize a comprehensive work plan for site remediation, which involves excavation of the impacted soils for transport and disposal at a landfill. The following previously UC-approved work plans were integrated into one comprehensive Site Remediation Plan:

The most recent version of these plans can be found in the ‘documents’ section of the website along with a spreadsheet showing an inventory and status of all work plans. This remediation plan was approved by the UC and will be submitted to the Illinois EPA by BNSF Railway for preliminary consideration in establishing a comprehensive plan for long term remediation under the guidelines of the Illinois EPA Site Remediation Program. The plan can be found in the 'documents' section of the website.

There continues to be no visual or monitoring data evidence to indicate that any spilled product has impacted either the Galena or Mississippi Rivers. There were no injuries at the Site or wildlife impacts reported during the reporting period.

  2.2 Planning Section
    2.2.1 Anticipated Activities

- EPA will continue directing response actions & oversight to ensure protection of public health & the environment in coordination with Illinois EPA; 
- The water treatment system will be assembled and tested;
- Preparations will be completed & excavation activities will likely commence;
- BNSF will continue containment/monitoring of the release with EPA oversight; and
- EPA will transition all oversight activities to Illinois EPA.

2.2.1.1 Planned Response Activities
Response activities will continue under the IAP for OP#10 (0700 3/17/2015 - 0700 03/25/2015).. Incident objectives will remain the same until the remediation phase of the project is transitioned to an Illinois EPA Site Remediation Program Project Manager (Mr. Jeff Guy).

2.2.1.2 Next Steps
EPA will continue to direct and oversee response activities and will coordinate closely with Illinois EPA in transition of oversight responsibilities.

2.2.2 Issues
Activities requiring track crossing continues to be closely coordinated by BNSF environmental, mechanical and operations personnel according to the rail schedule.

EPA is currently implementing a demobilization plan for personnel, equipment and resources. A formal memorandum documenting transition of Site oversight responsibility to Illinois EPA was forwarded to Illinois EPA Site Remediation Program Manager Joyce Munie on 3/20/2015. A copy of this document can be found in the 'documents' section of the website.

  2.3 Logistics Section
    The EPA Mobile Command Post (MCP) was demobilized on 3/20/2015. Remaining EPA staff (OSC Kimble) moved into an IMT personnel trailer closer to the Site. Sampling and response equipment was also  demobilized on 3/20/2015.

  2.5 Other Command Staff
    2.5.1 Safety Officer
As construction of the sheet pile wall containment system was completed, all USCG AST members demobilized on 3/19/2015 & 3/20/2015. Safety briefings are still held each day for individual contractor personnel by their respective field supervisors.

2.5.2 Liaison Officer
EPA Region 5 Congressional Liaison Ronna Beckmann continues to keep local elected officials up to date on Site activities. A briefing for Congressional representatives is scheduled for 3/23/2015.

A briefing for the JoDaviess County Board, Social & Environmental Committee was held on 3/19/2015 at 7:00ppm.  Representatives from EPA, Illinois EPA, and JoDaviess County EMA presented at this meeting. USCG AST members were in attendance. The presentation given at this meeting can be found in the 'documents' section of the website.

2.5.3 Information Officer
EPA Public Information Officer Phillippa Cannon continues to respond to press inquiries and requests for interviews and information related to the incident. EPA Region 5 Community Involvement Coordinator Heriberto Leon is maintaining a website for the incident (see link in Section 6.2) and continues to post updates.

A radio interview was conducted with Rock Island, Illinois radio station WVIK on 3/19/2015. BNSF Railway held a press conference and event at the Site which included a tour of the work site on 3/19/2015. The press event was attended by at least 7 press outlets.
