At 0900 hours ZXP Technologies reported to the NRC (Report # 1003406) that a coupling became disconnected causing the release of 50 gallons of oil into an unnamed ditch due to a pipe coupling becoming unhooked. Additional evaluation by Harris County Pollution Control indicated that additional investigation was required due to an alledged intentional discharge into the canal. TCEQ contacted EPA to oass along information that that the spill was underreported and that Federal assistance was required. EPA Region 6 activated OSC Zehner, CID, and START to gain additional information regarding the release.
