The AA Oil Site (Site) is located at 2340 S Tibbs Avenue, Indianapolis, Marion County, Indiana. The Site contained a 1,782-square foot building and six aboveground storage tanks (AST).
A&A Oil Co., Inc. (A&A aka AA Oil), a division of Cam-Or, Inc., operated the Site as an oil collection, storage, and transfer facility from the 1950s to the late 1980s. A&A collected oil from garages, gas stations, oil changes facilities, automobile dealers, and trucking companies. The company shipped waste oil from the Indianapolis facility to the Cam-Or facility in Westville, Indiana, where oil was re-refined for use in automotive and industrial lubricating oil blends. EPA placed the Westville Cam-Or facility on the National Priorities List in 1998.
In 1990, Indy Investments Company purchased the property. From 1990 to 1993, the facility was operated by PWI Environmental, a hazardous materials/spill response contractor. The Site was abandoned in 1993.
Hazardous substances, including lead, polychlorinated biphenyls, and trichloroethene, were present in tanks, surface soil, subsurface soil, groundwater, and soil gas. EPA conducted a time-critical removal action in 2018 to to remove hazardous substances contained in ASTs; dismantle and decontaminate ASTs; define the nature and extent of contamination in surface soil and concrete; remove contaminated surface soil and concrete; investigate and potentially remove geophysical anomalies; backfill excavated areas; restore vegetative cover; consolidate and package hazardous substances, pollutants and contaminants for transportation and off-site disposal in accordance with the EPA Off-Site Rule; implement post-removal site control measures; and take any other response actions to address any release or threatened release of a hazardous substance, pollutant or contaminant that the EPA On-Scene Coordinator (OSC) determines may pose an imminent and substantial endangerment to the public health or the environment.
