This Website is intended to provide a portal for accessing an interactive, online, GIS-based mapping application which can be used to identify high-risk chemical facilities in your area of interest, along with demographic and sensitive receptor information to assist regulators and responders in planning for and preventing chemical facility incidents. You may access the mapping application through the link at the bottom of this webpage or the "Map" tab at the top. This project was initiated by EPA Region 7 to address the objectives of Executive Order (EO) 13650. The Federal government, in partnership with State and local governments, has determined a need to address the issues underscored by the devastating explosion at a fertilizer plant in West, Texas. On August 1, 2013 President Obama signed EO 13650 to improve the safety and security of chemical facilities and reduce the risks of hazardous chemicals to workers and communities.

EO 13650 directs the Federal Government to:
• improve operational coordination with state and local partners;
• enhance Federal agency coordination and information sharing;
• modernize policies, regulations and standards; and
• work with stakeholders to identify best practices.

EO 13650 created an Interagency Working Group, co-chaired by the Department of Homeland Security (DHS), the Enviornmental Protection Agency (EPA), and the Occupational Safety & Health Administration (OSHA). Federal Region 7 developed a partnership and framework for advancing the objectives of the EO in Kansas, Missouri, Iowa, and Nebraska. In addition to the mapping application, this website houses meeting minutes and other documents relevant to the EO 13650 working group, which may be accessed through the "Documents" link in the toolbar on the right.
