On May 11, 2025, Herriman City’s Stormwater Department
notified the National Response Center that a tanker trailer containing a
mixture of asphalt emulsion and butyl alcohol had discharged and affected Rose Creek. Rose Creek is a tributary of the Jordan River.
The discharge is being investigated by local officials as an act of vandalism. The vandalism caused approximately 400-600 gallons of material to be discharged from the tanker into a dirt parking
lot. The discharged liquid then followed a stormwater pathway and entered Rose
Creek.
An EPA On Scene Coordinator (OSC) was deployed to the
incident and arrived on-Site the morning of May 12, 2025.
The OSC integrated with
Herriman City and the asphalt company's response contractor and
established the following response objectives:
Response Objectives
- Ensure the safety of response contractors.
- Clear the surface of the parking lot and stormwater pathway of emulsified tar.
- Collect recoverable tar deposits from Rose Creek.
- Transition to continued remediation under authority of Utah DEQ.
These objectives were achieved on May 14, 2025 and EPA’s OSC
demobilized from the Site.
