An explosion occurred at the Kleen Energy Plant located at 1349 River Road in Middletown, CT approximately 11:30 am on 2/7/10. The facility is under construction and is not fully operational. News reports indicate that testing to of the gas lines was being conducted when the explosion occurred. The facility is a natural gas and oil plant. This incident is adjacent to the EPA/USCG boundary. EPA has spoken with Lt. Santiago of the USCG who indicated that he is sending a responder to the scene to gather information. Lt. Santiago will be participating in CT's Emergency Operations Center. Given this significant event and high media interest, OSC Dan Wainberg is being sent to the incident to gather information regarding any potential environmental impacts.
