A tractor-trailer tanker was involved in an accident on I-70, between Manchester and I-435, in Kansas City, Missouri. The tanker was reportedly carrying propyl acetate and glycol ether acetate in three compartments. Due to the accident, the tank ruptured causing a fire and a spill. Materials released from the tanker flowed into a storm sewer and a roadside ditch. The Kansas City Fire Department (KCFD) Haz Mat responded initially, and the fire was suppressed. An EPA OSC was deployed per request from the Kansas City Missouri Fire Department (KCMO FD). EPA activated START for technical assistance. EPA conducted an initial assessment of surface water discharge drainage pathways and determined that the spill impacted the storm sewer, and the roadside drainage, although significant impacts at downgradient storm sewers outfalls and receiving water were not identified. The potentially responsible party (PRP), Langer Transport, was contacted and a response contractor was activated by Langer. EPA determined, in consultation with the Missouri Department of Transportation (MoDOT) and KCFD, that the anticipated response time for the PRP's contractor would be sufficiently timely to address the current public safety and environmental impact concerns, so an EPA response contractor was not mobilized. PRP contractors offloaded the remaining tanker contents and conducted site remediation activities.
