The site is an abandoned oil refinery. The facility closed down operation in 1992 leaving all materials in place on site. In 2002, the EPA conducted a Removal Action to address some leaking oil from a storage tank and to overpack approximately 10 leaking drums of hazardous materials. The site has had a security problem since it was abandoned. Individuals have entered the site and stolen copper wiring from the facility. It is obvious from grafitti that teenagers have entered the site and broken some of the glass containers in the laboratory releasing the contents.
The EPA was contacted by the State to conduct an assessment to determine the potential need for a removal action. During the assessment numerous containers were leaking or broken. The condition of the site required the Classic Emergency Response to be started.
Te removal will address approximately 50 drums and numerous other container of hazardous materials, the laboratory, and site security by repairing the boundary fence.
