The Modern Packaging Site was a former manufacturer of cardboard boxes for, primarily, food distribution and other commercial packages. The business closed in 2004 and the Site eventually reverted to Monroe County due to delinquent taxes.

Monroe County asked for U.S. EPA assistance in removal of the waste materials at the Site.
